Brussels (dpa) - Services such as Facebook or Youtube will have to delete terrorist propaganda in the EU within an hour after they have been requested to do so by the competent authority of an EU state. 

Negotiators from the European Parliament and EU states agreed on this.

The site operators face high penalties for systematic violations.

After the recent attacks in Vienna, Dresden, Nice and near Paris, a number of top politicians - including Chancellor Angela Merkel - insisted that the negotiations between parliament and EU countries be concluded quickly.

Both sides now have to formally confirm the agreement.

Civil society organizations had warned against central points of the project.

A deletion period of one hour is not feasible, especially for smaller providers.

Most recently, a series of Islamist-motivated attacks rocked the EU.

In Dresden on October 4, a Syrian classified as dangerous had one man fatally and another man seriously injured with a knife.

The security authorities refer to people as threats if they trust the most serious politically motivated offenses up to and including terrorist attacks.

In Paris, a teacher was beheaded by an alleged Islamist in October, and three people were killed by a violent criminal in a church in Nice.

In Vienna, a supporter of the terrorist organization Islamic State shot four people and injured more than 20 others.

The current agreement is based on an earlier proposal by the EU Commission.

One hour is "the crucial time window during the opening of which the greatest damage can be done," said former Commission head Jean-Claude Juncker in 2018.

Companies such as Facebook or Google's video platform YouTube always emphasize that in many cases they now delete terrorist content within a few minutes - and before anyone sees it.
