Adopted in July, the recovery plan of 750 billion euros was blocked by Hungary and Poland, which opposed a mechanism which made the payment of European funds conditional on respect for the rule of law. 

EU leaders, meeting at the summit, adopted on Thursday a compromise on the rule of law allowing the lifting of Hungarian and Polish vetoes on the budget and the unblocking of the post-Covid European recovery plan, announced the president of the European Council Charles Michel.

The 2021-2027 EU budget (1.074 billion) and the post-Covid recovery plan (750 billion euros) were adopted in July but were blocked by Budapest and Warsaw to oppose a mechanism conditioning the payment European funds to respect the rule of law.
