His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, in his capacity as Ruler of the Emirate of Dubai, issued a number of regulatory legislations for entities affiliated with the government of the emirate, including laws No. (15), (16), (17) and (18) for the year 2020, in addition to Decree No. (34) for the same year, within the framework of the outputs of the work plan of the Supreme Committee for the Development of the Governmental Sector in the Emirate of Dubai, which aims to enhance the central and main role of the Dubai government and the governance of the government apparatus, and raise its efficiency and level of flexibility, in line with the requirements of work in the stage The current and foreseeable future, and within the ongoing legislative development process in the emirate, which gives it the ability to accelerate the pace of work and achieve strategic goals and bring the government work system in Dubai to the highest levels of excellence.

Law No. (16) of 2020 stipulates the cancellation of the Dubai Real Estate Institute, and that the Land Department replaces the Institute in all of its rights and obligations. The law also stipulated that those of the Institute’s employees be transferred to the department as the department deems appropriate to investigate Its objectives and enabling it to carry out the tasks and functions entrusted to it, while preserving their acquired rights.

The President of the Executive Council shall issue the necessary decisions to implement the provisions of this law, which will be published in the Official Gazette and shall be enforced from the date of publication.

Law No. (5) of 2020 regarding the Institute shall be repealed, and any text in any other legislation shall be repealed to the extent that it conflicts with the provisions of Law No. (16) of 2020.

Law No. (17) of 2020 stipulates the cancellation of the Dubai Institute for Human Resources Development, with the Mohammed bin Rashid College of Governmental Administration replacing the Institute, and the Institute’s employees who are to be transferred to it in coordination with the Dubai Government’s Human Resources Department while retaining their acquired rights. The President of the Executive Council shall issue the necessary decisions to implement the provisions of this law, which is published in the official gazette, and enforced from the date of its publication, provided that Law No. (12) of 2003 establishing the institute is repealed, and any text in any other legislation shall be canceled to the extent that it contradicts And the provisions of Law No. (17) of 2020.

Decree No. (34) of 2020 stipulated that the Dubai Nuclear Energy Committee be transferred to the Supreme Council of Energy, and that it be transferred to the Council as of the implementation of this decree from the date of its publication in the Official Gazette all the tasks and functions assigned to the committee under Decree No. (26) for the year 2009 concerning With the formation of the committee and the legislation in effect in the Emirate of Dubai, as well as the ownership of real estate, movables, assets, equipment, equipment and funds belonging to the committee, and the committee's employees are also transferred to the Council, provided that Law No. (8) of 2018 regarding the management of human resources of the Dubai government applies to them, while preserving their acquired rights, in addition to To transfer the financial allocations allocated to the committee from the Finance Department to the Council, provided that the Supreme Council of Energy replaces the committee in all of its rights and obligations.

The decree also included in its second article the President of the Executive Council issuing the necessary decisions to implement the provisions of this decree, which also stipulated the cancellation of Decree No. (26) of 2009, and Resolution No. (6) of 2020 regarding appointing the members of the Committee, provided that any text in any other legislation is canceled. To the extent that it contradicts the provisions of this decree.

Law No. (15) of 2020 stipulated the transfer of some of the functions established for the Endowment and Minors Affairs Foundation to the Community Development Authority in Dubai.

In its first article, it is stated that, starting from the entry into force of the law from the date of its issuance, the competencies and procedures applicable to the institution regarding self-trust, specified in the establishment law, the decisions issued pursuant to it, and the legislation in force in the emirate shall be transferred to the authority.

According to the second article of the law, the tasks and functions of the institution associated with movable and immovable funds assigned to minors and those under their control are transferred from the institution to the commission, and two organizational units are transferred to the commission: the Department of Social Studies and Research, and the Department of Welfare and Rehabilitation, which are under the Department of Minors ’Affairs in the general organizational structure For the Corporation in addition to the Corporation’s employees who are to be transferred to the Commission by agreement between the two sides while preserving their acquired rights, provided that the Director General of the Authority in coordination with the General Secretariat of the Executive Council determines the organizational unit to which the two aforementioned units will be transferred.

And also transferred to the Community Development Authority - pursuant to the new law - donations, gifts, wills, zakat, alms, and endowment funds, as well as the financial support decided by the Dubai government intended for minors and those under their rule, with the exception of investments made by the foundation on funds allocated to minors and those in their power, for the purposes of its development. And maintain it.

Law No. (15) of 2020 stipulated that the Commission replaces the institution in the Department of Studies and Social Research and the Department of Care and Rehabilitation, as well as in the funds allocated to minors and those under their jurisdiction, in all the rights and obligations of the institution.

The law requires the authority and the institution to coordinate the adjustment of their positions in accordance with the provisions of this law within a period of not more than three months from the date of its implementation, and the President of the Executive Council may extend this period for the period he deems appropriate, in the cases that require this, and the Chairman of the Executive Council issues decisions Necessary to implement the provisions of this law.

Any text in any other legislation shall be repealed to the extent that it contradicts the provisions of this law that is published in the Official Gazette.

Law No. (18) of 2020 stipulated the amendment of some provisions of Law No. (3) of 2012 regarding the Mohammed bin Rashid College of Governmental Administration, and the amendment included the replacement of Article No. (6) of the aforementioned law related to the college’s competencies.

The new text of the replaced material included the tasks of the faculty, including preparing and implementing academic programs in all fields related to government administration, public policies and government work requirements, as well as executive training programs and continuous learning programs related to government administration, public policies and other programs inside and outside the country, and qualifying and enhancing the competencies of generations People of the UAE to keep pace with the labor market requirements in coordination with the competent authorities in the emirate, and to provide the necessary skills to develop the efficiency of human resources in the government, and to enable them to lead the continuous development process in the emirate in coordination with the competent authorities.

The faculty's specializations in accordance with the new article mentioned in Law No. (18) of 2020 also include granting academic degrees in public administration and programs related to the government sector, as well as granting professional certificates approved in the training courses and programs it holds in areas related to its objectives, and scientific cooperation with Arab institutions.
