Ammar Al-Nuaimi issues a decision on the initiative to empower orphans in Ajman

His Highness Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Coordination Council for Charitable Activities and Endowments, issued Resolution No. 2 of 2020 regarding the initiative to empower orphans in the emirate of Ajman, which includes eight articles.

This decision comes after reviewing Federal Law No. 2 of 2008 in the matter of civil societies and institutions of public benefit and Emiri Decree No. 9 of 2012 regarding the establishment of the Council for the Coordination of Charitable Activities and Endowments in the Emirate of Ajman and in implementation of the directives of His Highness Sheikh Humaid bin Rashid Al Nuaimi, Member The Supreme Council, Ruler of Ajman, the judge, to introduce an initiative to ensure that orphans face the burdens of life and live in dignity.

After the definitions, the decision stipulated that every association, body, institution, committee, or establishment under another name that engages in an activity in the field of providing charitable works, righteousness and charity, whether its headquarters is in the Emirate of Ajman or it has a branch that operates in the Emirate of Ajman, and whether it is governmental, semi-governmental or Ahlia to enable the preparation, qualification and development of the orphan's capabilities through continuous guidance and support to increase his psychological, moral, educational, material, economic and social capabilities, so that he feels like the rest of society and is able to live, work and face difficulties in various fields and manage his personal affairs and the rest of his family.

The decision called for strategic partners as partners of the council and charitable societies from federal ministries, government departments, hospitals, private schools, university colleges, universities or private companies licensed in the emirate or sports and social clubs that can, through partnership agreements with the Council, contribute to supporting the empowerment initiative.

This decision applies to charitable societies, institutions and bodies established in the emirate in accordance with the legislation in force therein, and those associations and institutions concerned with sponsoring orphans may apply to join the orphan empowerment initiative approved in accordance with this decision.

The decision set out in its articles a set of objectives to achieve them, including organizing and managing the orphan care process in charitable societies in order to turn into an integrated system for empowering orphans according to best practices, enhancing cooperation between charities and the council, supporting the council’s role in coordinating and following up the work of charitable societies and highlighting the role of strategic partners in supporting social work. By contributing to support empowerment initiatives.

According to this decision, an initiative was created to empower orphans in the emirate to work to achieve the tasks, the first of which is the psychological and moral rehabilitation of the orphan to face the difficulties arising from the loss of one or both parents, and secondly to facilitate the full integration of the orphan into society to ensure that he is not isolated and not feeling orphaned and thirdly to provide a suitable social environment for living, working and continuing Fourthly, providing adequate education opportunities, or at least those qualified to obtain job opportunities and work, and fifth, providing appropriate training and qualification for promotion or advancement in work, and finally providing economic and material support necessary for an orphan.

The decision, starting from the date of its issuance, authorizes charitable societies to activate the empowerment process by taking measures, in particular assigning an organizational unit within each association to work on achieving goals and accomplishing empowerment tasks, and working to ensure that the concerned organizational unit has specialized capabilities in each of the psychological aspects of rapid intervention to help orphans In the exit from the trauma of the death of one or both parents and the solution to his psychological problems and the social aspect to follow up the case of the orphan socially and academically, provided that the Council is tasked with issuing a guide to empower orphans within a maximum period of / 30 / days from the date of publishing this decision in the official gazette, and charitable societies are granted a maximum period of three months From the date of the issuance of this decision to start the transition from the current system of sponsoring orphans to the new system to enable orphans according to the guide issued by the Council.

The decision deals with funding and support for the initiative and for the financial resources necessary to activate the initiative to empower orphans from any or all of the sources, the most important of which is the current collection of sums for orphan sponsorship by charities and any financial resources or donations directed to the Council and in turn distributes them to charities and The council has introduced a number of initiatives that will bring financial revenues to cover the costs of empowerment, so that they are distributed to the associations in proportions commensurate with the number of orphans in each association, and the council should create a strategic partnership with the relevant authorities such as hospitals, universities, private schools and local departments that can provide material or in-kind support for the initiative to cover The cost elements therein and the council may prepare feasibility studies for financial projects that support the empowerment process and the associations involved in it.

The decision also specified the need to follow up and monitor the initiative by the Charitable Activities and Endowments Coordination Council to be responsible for the implementation of charitable societies for the initiative to empower orphans, whether financially or administratively. These reports shall be submitted to the Chairman of the Council for guidance in what he deems appropriate. The Council also has the right to provide advice and advice to the associations in the event of discovering any failure in performance.

And this decision shall come into effect after / 10 / days from the date of its publication in the official gazette of the emirate, and it will be circulated to all concerned authorities to act accordingly.
