  Chapter One General Provisions

  Article 1 In order to achieve a reasonable and orderly increase in the number of small passenger cars, effectively alleviate traffic congestion, reduce energy consumption and reduce environmental pollution, these rules are formulated in accordance with the "Beijing Interim Regulations on the Number of Small Passenger Cars".

  Article 2 This Municipality implements a quantity control and quota management system for passenger cars.

  The annual increase in the number of passenger cars and the allocation ratio shall be determined by the municipal transportation administrative department in conjunction with the municipal development and reform, public security organ traffic management, ecological environment and other relevant administrative departments, based on the demand for passenger cars, road traffic, parking space supply, and environmental carrying capacity. , And announce to the public after reporting to the municipal government for approval.

All relevant government departments shall implement the city's annual adjustment and control targets for passenger cars.

  Article 3 In accordance with the principles of openness, fairness, justice, and promotion of the balanced allocation of public resources, enterprises, institutions, social groups and other organizations (hereinafter collectively referred to as units), families and individuals who need to obtain the city’s minibus allocation indicators shall pass the lottery, Points are obtained by sorting and waiting.

Ordinary passenger car configuration indicators are configured by lottery, unit and individual new energy passenger car configuration indicators are configured by waiting mode, and household new energy passenger car configuration indicators are configured by points sorting method.

  The municipal government agencies and fully-funded institutions will no longer add new official vehicle quotas.

  The operating minibus indicators are configured separately, and the specific configuration method will be formulated separately.

  Article 4 The municipal transportation administrative department is responsible for the overall planning and coordination of the regulation and control of the number of passenger cars, and organizes the implementation of policies and measures for the regulation and control of the number of passenger cars.

  Public security, development and reform, science and technology, economics and information, civil affairs, human and social security, ecological environment, commerce, taxation, market supervision, talent work and other relevant administrative departments and district governments are responsible for the division of responsibilities in accordance with the prescribed responsibilities, and are responsible for the application units, families and Personal qualification review, letters and visits and other management work.

The supervisory organ is responsible for supervising and inspecting the performance of duties of various administrative departments.

  The municipal car index regulation and management agency (hereinafter referred to as the index management agency) is responsible for the collection of index applications, the publication of audit results, the organization and publicity of index allocation through the car index regulation management information system.

  The transportation administrative department of each district government is specifically responsible for setting up the external office window of the minibus indicator in the external office of the government of the district, providing indicator applications, information modification, notarization and other related materials uploading, and printing indicator confirmation notices for applicants, families and individuals And policy consultation and other related services.

  Article 5 The quota of indicators is determined annually.

The indicators for new energy passenger cars are allocated on May 26 each year, and the indicators for ordinary passenger cars are allocated on June 26 and December 26 each year.

The quota of indicators shall not be allocated across the year.

  Chapter 2 Configuration Index Application and Review

  Article 6 Units, families and individuals apply for allocation of indicators in accordance with the following procedures:

  (1) Submit an application and obtain the application code;

  (2) Participate in the allocation of indicators after the application qualification is approved;

  (3) If the allocation index is obtained, the confirmation notice of allocation index may be obtained.

  Article 7 The conditions and quantity of units applying for allocation of indicators shall be determined according to one of the following rules:

  (1) Enterprises registered in this city, have a valid business license with a unified social credit code, and paid in this city the value-added tax of more than 50,000 yuan (inclusive) in the previous year, or newly registered enterprises paid in this city in the same year If the value-added tax amount is more than 50,000 yuan (inclusive), one indicator can be applied for that year, and one additional indicator can be applied for every additional 500,000 yuan, but the maximum number of annual application indicators shall not exceed 12.

Within the upper limit, you can apply for all new energy small passenger vehicle indicators, and the number of ordinary small passenger vehicle indicators cannot exceed 6;

  (2) Manufacturing enterprises, information transmission, software and information technology service enterprises registered in this city, have a valid business license with a unified social credit code, and completed a fixed asset investment of 10 million yuan in this city in the previous year (including ) For the above, one indicator can be applied for in the current year, and one additional indicator can be applied for every additional 20 million yuan, but the maximum number of annual application indicators shall not exceed 12.

Within the upper limit, all new energy passenger car indicators can be applied for, and the number of ordinary passenger car indicators cannot exceed 6.

  (3) Non-full-funded public institutions, social organizations and other organizations registered in this city with a valid registration certificate with a unified social credit code can apply for one common passenger car index and one new energy passenger car index each year.

  Article 8 If the following conditions are met, the application and registration of 1 allocation index may be handled as a family unit:

  (1) The family consists of the main applicant and other family applicants, and the total number of applicants shall not be less than 2;

  (2) The main applicant of the family shall meet the requirements of Article 9 of these rules;

  (3) Other family applicants are limited to the spouse, children, parents, in-laws, or parents-in-law of the main applicant, and shall comply with the "individual domicile in this city" stipulated in Article 9 of these rules;

  (4) All family applicants and their spouses do not have a small passenger car registered in this city;

  (5) Individuals who had a city-registered passenger car under the name of the original spouse at the time of the divorce shall not be the family applicant within ten years of the divorce, except for those divorced before January 1, 2021.

  The main applicant of the family participates in the indicator allocation on behalf of the family and serves as the indicator owner.

All family applicants are not allowed to re-register for the allocation of indicators within ten years after the main family applicant obtains the indicators.

In the process of applying for allocation of indicators on a household basis, family applicants cannot apply for allocation of indicators in other forms at the same time.

All family applicants must declare that the application information and materials provided are true and valid, and promise to abide by the foregoing regulations.

  Article 9 Individuals whose domicile in this city do not have a small passenger car registered in this city under their name, and have a valid motor vehicle driving license, and can apply for registration of 1 allocation index.

Individuals domiciled in this city include:

  (1) The registered personnel of this city;

  (2) Active servicemen and armed police of the troops stationed in Beijing;

  (3) People from Hong Kong, Macao and Taiwan and foreigners who have lived in Beijing for more than one year with valid identity documents;

  (4) Non-local residents who hold a valid "Beijing Work Residence Permit";

  (5) Non-local residents who hold a valid "Beijing Residence Permit" and have continuously paid social insurance premiums and personal income tax in the city for the past five years (including).

  The continuous payment of social insurance premiums in this city for the past five years (inclusive) refers to: the applicant has calculated that 60 consecutive months of continuous payment of social insurance premiums to the city’s social insurance department starting from the previous month of the application month. If the month breaks, it will be effective after making up payment).

The continuous payment of personal income tax in this city for the past five years (including) means that the applicant has paid personal income tax in Beijing each year for five consecutive years starting from the previous year of the application year, and the tax amount is greater than zero. After the year is off, the tax payment date shall prevail (if there is a year off, the supplementary payment is invalid).

  Individual industrial and commercial households applying for indicators shall be implemented in accordance with the relevant regulations of the individual.

  Article 10 Units, families and individuals that apply for indicators can fill in the application form on the designated website and apply, or they can apply at the external office windows set up by the district governments.

  If the application information of units, families and individuals changes after filling in, the changes shall be made on the designated website or the external office windows set up by the district governments within the application period specified in Article 12 of these rules.

  Article 11 The index management agency is responsible for collecting application information and verifying the application information through data exchange with various review departments.

  The population management department of the municipal public security agency is responsible for reviewing the identity information of individuals (including family applicants) and the relative relationship of family applicants in this city; the entry-exit management department of the municipal public security agency is responsible for reviewing the identity information of Hong Kong, Macao and Taiwan personnel, foreigners, and residence information in Beijing ; The traffic management department of the municipal public security organ is responsible for reviewing the vehicle information of individuals (including family applicants and their spouses) and the driving license information of individuals (including family principal applicants); the department of economics and information is responsible for reviewing the fixed asset investment information of enterprises; The department is responsible for reviewing the marital status and spouse information of individuals (including family applicants); the human resources and social security department is responsible for reviewing the social insurance premium payment information of non-local residents; the taxation department is responsible for reviewing the tax information of enterprises and non-local residents; the market; The supervisory department is responsible for reviewing the unit’s unified social credit code information; the human resources department is responsible for reviewing the "Beijing Work Residence Permit" information for non-local residents.

  All relevant audit departments are responsible for auditing, rechecking, and data docking with the indicator control and management information system for passenger cars; do a good job in the operation and maintenance of the relevant system of indicators for passenger cars in their department to ensure the normal operation of the system.

  Article 12 Units, families and individuals may submit applications for allocation indicators from January 1 to March 8, and from August 1 to October 8 each year.

  For applications submitted from January 1 to March 8, the indicator management agency will collect and send to the relevant departments for review on March 9. The relevant departments shall give feedback on the results of the review before April 8. The applicant units, families and individuals can The designated website or the external office window set up by each district government inquires about the audit results.

If there is any objection to the review result, the review application shall be submitted before April 23 (within 15 days), and the corresponding review unit shall feed back the review result before May 24.

  For applications submitted from August 1 to October 8, the indicator management agency will collect and send to relevant departments on October 9 for review. The relevant departments shall provide feedback on the results of the review before November 8. The applicant units, families and individuals can The designated website or the external office window set up by each district government inquires about the audit results.

Anyone who disagrees with the review results should submit a review application before November 23 (within 15 days), and the corresponding review unit should feed back the review results before December 24.

  If all the family applicant information submitted by the applicant family has been reviewed and approved, it shall be deemed that the family has passed the family applicant’s personal qualification review.

  Article 13 If the applicant unit, family, or individual submits an application for review but the review fails, they may not submit a review application again. If they need to continue to apply for indicators, they should apply again.

  If the applicant unit, family, or individual disagrees with the review result made by the review department but fails to file a review application within the specified time, it shall be deemed to have given up the review. If it is necessary to continue to apply for indicators, it shall apply again.

  Chapter III Acquisition and Use of Allocation Indicators

  Article 14 The number of individual lottery draws is calculated based on the cumulative number of times that they participate in lottery draws.

As of December 31, 2020, the number of steps that have been accumulated remains unchanged, that is: those who have not won the lottery within 6 times (inclusive) in total, the number of steps is 1; for each additional 6 times, the number of steps is increased by 1 And so on.

Applicants with a valid driver's license (C5) for a small automatic passenger car for the disabled, an additional number of steps.

Starting from January 1, 2021, on the basis of the previous number of steps, for every two more draws, one step will be added, and so on.

  Article 15 The family lottery is calculated based on the points of each family applicant.

  Family applicant points are composed of basic points and step (waiting) points.

Among them, the basic score for the main family applicant is 2 points, and the basic score for other family applicants is 1 point per person.

For family applicants who have participated in the common car index lottery, 1 point will be added for each step according to the accumulated number of steps; for those who are waiting for the new energy car index, the time from the most recent start of waiting for the family lottery application year On December 31st of a year, 1 point will be added for each full year. Points will be added for the number of steps obtained by participating in the lottery in the past; no points will be added for those who did not participate in the lottery or waiting in the past.

When applying for a family as a unit, the points of all family applicants will increase by 1 point for each full year.

  If the family applicant includes the spouse of the main applicant, the total family points are calculated according to the following formula: total points = [(main applicant points + spouse points) × 2 + the sum of other members' points] × family generation number.

  If the family applicant does not include the spouse of the main applicant, the total family points are calculated according to the following formula: total points = (main applicant points + sum of points of other members) × family generation number.

  The number of family generations refers to the number of generations included in the family applicant, up to 3 generations.

  Article 16 Family applicants and individual applicants are in the same pool.

The total family points score and the number of individual steps are the number of times the family or individual's application code appears in the lottery pool. The more the application code appears, the higher the winning rate, but it can only be won once.

  Article 17 After deducting the indicators allocated to units and operating minibus indicators, 60% of the number of new energy minibus allocation indicators in 2021 will be allocated to households first. In 2022, the proportion will be adjusted to 70%, and in 2023 and beyond, the proportion will be adjusted to 80%, the rest will be allocated to individuals.

After the allocation of indicators to the households according to the above-mentioned ratio, there are remaining indicators, and they shall be allocated to the individuals applying for the waiting list.

  For families applying for new energy passenger car configuration indicators, they are configured in descending order of total family points. Families with the same total points are configured in the order of the earliest registration time in the passenger car index control management information system among the family applicants.

Units and individuals who apply for new energy allocation indicators shall wait in the order of application time.

  Article 18 When the indicator management agency organizes indicator allocation, the notary institution shall notarize it on the spot according to law, and the allocation result shall be announced on the designated website.

If the on-site configuration time or location changes for some reason, the index management agency shall release it to the public in advance.

  Article 19 If the family lottery wins the lottery or the point ranking is shortlisted, the municipal public security and population management department and the civil affairs department shall verify the relative relationship of the family applicant.

If the verification is passed, an indicator confirmation notice will be issued.

  If the relative relationship and marital status of some family applicants cannot be verified through data exchange, the index management agency shall notify the family applicant through the designated website.

The main applicant of the family can voluntarily apply to the city's notary office for notarization of kinship, and if the kinship cannot be ascertained after the notary institution's legal review, it may voluntarily apply for declaration notarization; however, the marital status of family members needs to be supplemented with supporting materials , The relevant family applicant should follow the notice and first go to the office window designated by the civil affairs department for on-site inspection.

  The notarial certificate can be uploaded through the designated website or submitted to the external office window set up by the district government within 6 months from the date of notification of the main applicant.

The indicator management agency shall issue an indicator confirmation notice after verifying the notarized certificate.

Failure to submit the notarial certificate within the time limit shall be deemed to have been waived automatically.

  Article 20 Units, families and individuals can inquire about the configuration results on designated websites or by telephone. The confirmation notice for the configuration indicators of passenger cars can be downloaded and printed by themselves or obtained at the external office windows set up by the district governments as indicator documents.

  The unit has not obtained a valid code for the allocation index, and the validity period of the application is retained until December 31 of the current year. The next index allocation is automatically transferred to the next index allocation within the validity period of the application. The allocation index application must be submitted again the following year.

If the application is submitted before March 8 of the following year and passed the review, the waiting time for the unit to apply for the new energy minibus indicators will not change; if the application is not submitted before March 8 of the following year or the review is not passed, the waiting time will not be reserved .

  After the family application is approved, the validity period of the application will remain until March 8th of the following year.

If the allocation index is not obtained, it will be automatically transferred to the next index allocation within the validity period of the application. After the validity period of the application expires, the family application qualification will be reviewed again.

Within the validity period of the application, if the number of family applicants increases or decreases due to birth or death, but the family principal applicant has not changed, the application should be changed; if other changes occur, the application should be re-applied.

Both the change application and reapplication will be reviewed with the next indicator configuration.

After passing the review, the total family points will be recalculated.

  After the individual application is approved, the validity period of the application will be kept until March 8th of the following year.

If the allocation index is not obtained, it will be automatically transferred to the next index allocation within the validity period of the application. After the validity period of the application expires, the individual application qualification will be reviewed again.

If the personal application information changes, the application should be re-applied, and the re-application will be reviewed with the next indicator configuration.

If you reapply and pass the review within the validity period of the application, the waiting time for an individual applying for the new energy minibus indicators will not change; if you do not reapply within the validity period of the application or the reapplication fails the review, the waiting time will not be reserved.

  If units, households and individuals actively cancel the application for allocation of indicators, their effective codes shall be deleted from the indicator allocation data.

After the family allocation index application is cancelled, the cumulative number of the original personal lottery number of the family applicant will be retained, and the waiting order of the original individual's application for the new energy passenger car index will not be retained.

  Article 21 Units and individuals (including the main household applicant) shall complete the vehicle registration procedures within 12 months from the date of obtaining the indicator confirmation notice.

If the application is not completed within the time limit, it shall be deemed to be automatically abandoned.

  The indicator owner shall present a true and effective passenger vehicle indicator confirmation notice when going through relevant procedures such as vehicle purchase tax declaration, used vehicle sales invoice verification, vehicle gift notarization, etc.

  When the taxation department accepts the declaration of vehicle purchase tax, it shall first check the notice of confirmation of the indicators of the passenger car.

When the market supervision department verifies the invoice of the used car and the notary agency handles the notarization of the vehicle gift, it shall check the confirmation notice of the indicator of the passenger car, and affix the seal of the words "indicator obtained" on the back of the corresponding ticket after inspection.

  When units and individuals (including the main applicant of the family) apply for the registration, transfer registration and change registration of transfers into this city, the traffic management department of the public security organ shall separately inspect the confirmation notice of the index of the passenger car, the vehicle purchase tax payment certificate, and the second-hand Vehicle sales invoices, vehicle gift certificates, and other materials and contents that should be checked.

  Chapter 4 Update Index Management

  Article 22: Units and individuals (including the main applicant of the household) who need to purchase a new passenger car after selling or scrapping their name may apply to update the index, and use the car update index confirmation notice as the index certification document.

However, if there are more than two registered passenger cars in this city under the name of an individual, only one of them can be selected to obtain the updated index.

  If there are more than two registered passenger cars in the city under the name of an individual, on the basis of keeping one, the remaining vehicles can be registered and transferred to the spouse, children, parents who do not have a registered passenger car in the city under his name. No indicator document is required.

Among them, if the spouse is the transferee, it shall be implemented in accordance with the second paragraph of Article 35 of these Rules; if the children and parents are the transferee, the following conditions must be met:

  (1) Meet the conditions of "Individuals domiciled in this city" in Article 9 of these rules;

  (2) The kinship relationship with the registered owner of the vehicle has lasted for one year.

  If the provisions of the preceding paragraph are met, the registered owner or transferee of the vehicle may submit an application for vehicle modification or transfer registration through a designated website. Both the registered owner and transferee shall be deemed to have successfully submitted the application after confirmation of their wishes.

Relevant departments shall refer to the division of responsibilities in Article 11 of these rules to check the identity information, relatives, marital status, and passenger cars registered in the city under the name of both parties.

The time, procedures and rules for submitting applications and reviewing by relevant departments shall be implemented in accordance with Article 12 of these Rules.

  If kinship and marital status cannot be verified through data exchange, the index management agency shall notify the applicant through the designated website.

Relevant applicants can voluntarily apply for notarization of kinship with the city's notary office. If the kinship cannot be ascertained after the notarization agency's legal review, they may apply for declaration notarization voluntarily; however, if the marital status needs to be supplemented with supporting materials, the relevant application People should follow the notice and first go to the office window designated by the civil affairs department for on-site inspection.

The notarial certificate can be uploaded through the designated website or submitted to the external office set up by the district government within 6 months from the date of notification of the relevant applicant.

Failure to submit the notarization within the time limit shall be deemed to have given up the application.

  After passing the verification, the registered owner of the vehicle and the transferee shall, with the verification results and other materials, go to the traffic management department of the public security organ to register for vehicle change or transfer.

After the process is completed, the original registered owner of the vehicle may not apply to update the indicator.

  Article 23 Starting from January 1, 2021, if units and individuals (including main applicants for households) need to apply for updated indicators for passenger cars, they can submit an application for updated indicators at any time after the completion of the transfer and cancellation of registration of the vehicle. The 12-month application time limit is no longer set.

Before December 31, 2020, if you fail to apply for and obtain the updated indicators within the 12-month time limit, it will be deemed to be automatically abandoned.

The indicator management agency checks the applicant's application information based on the information provided by the traffic management department of the public security organs for the sale, transfer of scrapped passenger cars, and cancellation of registration.

  Article 24 In accordance with the "Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China" and the "Regulations on the Compulsory Scrap Standards of Motor Vehicles", because the vehicles meet the national mandatory scrap standards for motor vehicles, they do not go through the cancellation registration after the expiry date. After the agency’s traffic management department announces on the official website that the motor vehicle registration certificate, number plate, and driving permit are invalid, the cancellation of registration of the passenger car will not accept the application for updating the index.

  Article 25 After the completion of the transfer and cancellation of registration of the vehicle, if the original registered owner of the vehicle dies or the unit is cancelled, the qualification for updating the index shall be invalidated, and no one else shall apply for the updating of the index on his behalf.

  Article 26 Units and individuals (including main household applicants) after obtaining the updated indicators shall complete the vehicle registration procedures within 12 months from the date of obtaining the updated indicators.

If the application is not completed within the time limit, it shall be deemed to be automatically abandoned.

  Article 27 Units and individuals (including family applicants) who have other motor vehicles under their names that should be scrapped but have not undergone deregistration when applying for the allocation or renewal of indicators for passenger vehicles shall comply with the "Beijing Implementation" According to the relevant provisions of the Road Traffic Safety Law "Measures", the cancellation of registration procedures for scrapped motor vehicles shall be handled first.

  Article 28. If a small passenger car under normal registration status under the name of a unit or individual (including the main applicant of the family) is stolen, the public security organ has not recovered it after 12 months of filing the case, and has been registered in the public security organ’s vehicle management system. Those who have registered the status of being stolen and robbed can apply for a small passenger car indicator within 12 months thereafter.

If the application is not submitted within the time limit, it shall be deemed to have been automatically abandoned.

  Units and individuals (including main household applicants) must abide by the following regulations and promises when applying for indicators: If the stolen and robbed passenger car is recovered, and the indicators have been obtained and have not been used, they can choose to abandon the indicator for the passenger car or the recovered one. Vehicles: If a vehicle has been purchased using the indicators, only one passenger car can be reserved among the vehicles purchased using the indicators or the vehicles that have been recovered.

Abandoned passenger cars do not generate updated indicators after being sold or scrapped.

  Units and individuals (including the main applicant of the household) should print the information voucher on the status of the stolen passenger car at the traffic management department of the public security organ of the city with the proof of filing the case, and submit the application at the external office window set by the district government with the information voucher and other related materials And sign the letter of commitment.

  The external office windows set up by each district government enter the relevant information of the preceding paragraph into the passenger car index regulation management information system.

Upon review, eligible applicants can obtain the minibus indicators.

  Article 29 After the new energy passenger cars purchased with the quotas of ordinary passenger cars are sold and scrapped, they may apply for the updated quotas of ordinary passenger cars.

  Chapter V Supervision and Untrustworthy Liability

  Article 30 Relevant departments that are responsible for reviewing application information and verifying index certification shall, in accordance with the division of labor and actual work in these rules, formulate their own review standards, work procedures and operating methods, and earnestly perform their duties.

Staff members who fail to perform inspection duties and go through relevant procedures in accordance with the requirements of these rules shall be held accountable in accordance with the law.

  Article 31 Any unit or individual has the right to supervise and report the behavior of the applicant to obtain and use indicators by improper means, and the dereliction of duty and malpractice by government departments and staff.

The indicator management agency, each review department, and the supervisory agency shall announce the telephone number of the report to the public, accept the report in a timely manner, and earnestly perform its supervisory duties.

  Article 32 Units, families and individuals shall ensure that the application information submitted is true and accurate, and shall be responsible for the authenticity of the information submitted.

The unit, family and individual shall bear the consequences of failure to pass the review caused by incorrectly filling in the application information.

For those who provide false information and materials to apply for the indicator of a passenger car or handle relevant notarization of the indicator, fraudulently use another person’s name to defraud the indicator of a passenger car, or fictitious vehicle scrapped facts to defraud the updated indicator of the passenger car, the indicator management agency shall cancel the applicant’s application qualification and announce The illegally obtained indicators shall be invalidated, and applications for indicators from faulty applicants or individuals from the unit or family applicant will not be accepted within three years. If the indicators have been used to complete the vehicle registration, the traffic management department of the public security organ shall revoke the motor vehicle registration according to law. .

For serious violations of promises made to administrative agencies, the Municipal Bureau of Economy and Information Technology shall be responsible for including them into the municipal public credit information service platform.

Those suspected of forging of documents, such as forging or altering the confirmation notices for passenger car indicators, which constitute a crime, shall be transferred to judicial organs for handling in accordance with the law.

  Article 33 The notice of confirmation of indicators for passenger cars is restricted to indicator owners.

In the case of public security, judicial organs and other investigations confirming that there is an act of buying, selling, disguised trading, renting or renting, lending or borrowing a small passenger car indicator confirmation notice, the indicator management agency shall announce the indicator invalid; if the indicator has been used to complete the vehicle registration, the public security agency The traffic management department revokes the registration of motor vehicles in accordance with the law, and the index management agency announces the invalidation of the index.

At the same time, the indicator application submitted by the applicant will not be accepted within three years.

  Chapter VI Supplementary Provisions

  Article 34 The meaning of the following terms in these rules:

  (1) Small passenger cars include small and mini passenger cars and other models that need to be regulated as announced by the Municipal People's Government;

  (2) New energy passenger cars refer to pure electric-driven passenger cars;

  (3) Operating passenger cars refer to the passenger cars registered in the "Motor Vehicle Driving Permit" for "rental passenger transportation", "rental passenger transportation", "coach", etc.;

  (4) A valid motor vehicle driver’s license refers to a driver’s license issued by the traffic management department of the public security organ that is qualified to drive a small passenger car.

  Article 35 If the registered owner of the motor vehicle is an individual, these rules shall not apply to the registered passenger vehicle whose property is transferred due to inheritance.

Relevant agencies handle transfer registration according to law.

  When the husband and wife go through the registration of vehicle change, divorce and analyze the property and go through the registration of vehicle transfer, if the marriage relationship has expired for one year and the transferee does not have a small passenger car registered in the city, the transferee does not need an index certificate.

When applying for change or transfer registration, refer to the provisions of Article 22, Paragraphs 3, 4, and 5 of these Rules.

  Due to court judgments, rulings, and mediation, the ownership of the passenger car has been transferred, and the application for registration of the transfer of the passenger car in this city, transfer from other provinces (regions, cities) to this city, or other situations involving the transfer of vehicle ownership, the current motor vehicle owner needs to submit Obtained certification documents of Beijing city passenger car index.

Among them, the first paragraph of this article applies to the transfer registration of passenger cars due to inheritance.

The second paragraph of this article applies to the registration of transfer of passenger cars due to marriage.

  If the individual dies after obtaining the personal car index confirmation notice, or the unit cancels after obtaining the unit's car index confirmation notice, the unused index confirmation notice is invalid.

If the main household applicant dies after obtaining the confirmation notice of the allocation index of the family passenger car, the unused allocation index confirmation notice (not including the update index confirmation notice) may be used by other family applicants.

  In the event of a transfer of ownership of the city’s number-plate passenger car due to the judicial auction of the city’s court, the bidder must meet the application requirements for the allocation index of the passenger car. After the bid is successful, the buyer shall hold relevant certification documents jointly issued by the Municipal Higher People’s Court and the index management agency. Go to the traffic management department of the public security organ to go through the transfer registration procedures.

The original vehicle owner cannot obtain updated indicators.

  The management measures concerning the indicators of passenger cars during the circulation of second-hand vehicles shall be formulated separately.

  Article 36 The "Interim Provisions of Beijing Municipality on the Regulation and Control of the Number of Passenger Cars" Implementation Rules (Revised in 2020) will come into effect on January 1, 2021.

The "<Beijing Interim Provisions on the Number of Passenger Cars> Implementation Rules (Revised in 2017)" (Jingjiaofa [2017] No. 332) shall be repealed at the same time.
