As a child, Ronald Benck remembers, he was very reluctant to walk past this place.

The whole area was cordoned off with high fences, "Warning, use of firearms" could be read on warning signs.

Guards stood at the entrance gate to what was then the naval supply school, and they would have "actually always looked grim," he recalls.

Today Benck is the mayor of List and a few decades older.

He stands in the middle of mountains of sand and looks at the former barracks buildings.

The 800 Bundeswehr soldiers and other employees were withdrawn in 2007, leaving behind large areas, empty coffers and great worries.

Now the 18 hectare former Bundeswehr site is to be built on, and 250 million euros are to be invested here in the “Dune Park” project.

But the project causes controversy on the island.
