Speeding up the construction of intercity railways and urban (suburban) railways is an important support to promote the coordinated development of the three regions, a powerful starting point to promote the construction of a new development pattern, and an inevitable measure to complement the shortcomings of regional comprehensive transportation.

  The meeting requested that we must accurately grasp the key tasks of promoting the construction of intercity railways and urban (suburban) railways in the three major regions.

One is to accurately grasp the construction goals of the 14th Five-Year Plan.

In the next five years, the three major regions plan to start construction of approximately 10,000 kilometers of intercity railways and urban (suburban) railways. By 2025, a framework network of regional intercity railways and urban (suburban) railways will be basically formed, forming urban agglomerations within 1-2 hours.   The second is to accurately grasp key construction tasks.

Sort out and clarify the three-year project plan, with a total construction scale of about 6000 kilometers, and accelerate the construction of a batch of relatively mature intercity and urban (suburban) railway projects.

It is necessary to grasp the functional positioning and construction standards of intercity railways, strengthen the overall planning, design and construction of urban (suburban) railways, realize railway construction and urban integration and multi-network integration, and scientifically plan project construction.

The fourth is to accurately grasp the comprehensive land development.

Conduct in-depth research on the development of new intercity railways and urban (suburban) railway projects, comprehensive utilization of existing railway land and other development methods, and explore new models for comprehensive railway development in urbanized areas.

  The meeting emphasized that it is necessary to strengthen precise policy implementation, pay close attention to the implementation and achieve results, and make concerted efforts to fight the formidable battle of the three major regional intercity railways and urban (suburban) railways.

One is to establish an efficient and coordinated promotion mechanism.

Consolidate the main responsibilities of relevant localities and China National Railway Group, strengthen overall coordination, give full play to the role of the existing consultation mechanism for the preliminary work of railway construction projects, and incorporate the three major regional intercity railway and urban (suburban) railway projects into the mechanism to focus on advancement.

  The second is to improve the annual rolling implementation plan.

Establish an annual dynamic and rolling update key project library, form a clear and interlocking task book and work ledger, strengthen overall planning and ensure the implementation of various tasks.

  The third is to speed up the preliminary work of the project.

Make in-depth and detailed feasibility study plans, fully compare and select routes, site settings, main technical standards, etc., stabilize project construction plans as soon as possible, and speed up the approval of pre-requisites.

  The fourth is to do a good job in project construction and operation management.

Adhere to the bottom line of quality and safety, firmly establish risk awareness, and steadily promote railway construction.

Actively do a good job in operation management, study to break the traditional operation mode, carry out pilot demonstrations, and promote the diversification and moderate competition of the transportation business market.

  The fifth is to ensure construction funds.

Make full use of fiscal funds and social funds, raise construction funds in multiple ways and channels, actively innovate investment and financing mechanisms, and attract long-term social capital to participate in project construction.
