Belarus and Nagorno-Karabakh at the heart of the OSCE annual meeting

The OSCE, the Organization for Security and Co-operation in Europe, has been excluded in recent months from two major issues for it: Belarus and the conflict in Nagorno-Karabakh.

The organization will overhaul, at its annual meeting on Thursday and Friday, its management with the aim of strengthening itself to be able to weigh.

One year since the post of Secretary General is vacant.

The cause, in particular, of the difficulties in agreeing on the overall organization chart: requests from Russia and Central Asia to exert more weight in management positions.

These posts are traditionally allocated to Westerners - they in particular claim that they are the largest contributors to the institution's budget: 11.5% for the United States in 2019, around 9% for France, Germany, Italy and the United Kingdom.

Russia has only covered 6% of operating costs.

The goals of the organization which covers 57 countries are also discussed by Moscow.

For Vladimir Poutine, the OSCE must concentrate only on the security issues.

The West wants Russia's cooperation on the rule of law to continue.

This time, the negotiations could finally be successful.

The OSCE is eagerly awaited on the files of

Belarus

 and

Nagorno-Karabakh

.

In both cases, in recent months, there have been no observers on site and no mediation role.
