The coordination meeting between the two Libyan delegations of the Supreme Council and the House of Representatives concluded its work in Tangiers, Morocco, by agreeing on a mechanism that would allow each region to nominate names for sovereign institutions, and stressed the need to follow a fair and balanced mechanism for the higher positions in the executive authority.

The fourth round discussed the mechanisms of assuming leadership positions, unifying sovereign institutions, and the outcomes of the political dialogue sponsored by the UN mission.

According to the final statement of the fourth round, the proposals referred by the United Nations Support Mission in Libya regarding mechanisms for selecting high-ranking positions in the executive authority were discussed during the preliminary stage.

According to Article 15 of the Skhirat Agreement signed in 2015, the sovereign institutions are represented by the governor of the Central Bank of Libya, the head of the Audit Bureau, the head of the Administrative Control Authority, the head of the Anti-Corruption Commission, the head and members of the High Electoral Commission, the President of the Supreme Court, and the Attorney General.

The statement indicated the necessity of extending state authority over all Libyan lands, launching national reconciliation, transitional justice, and returning displaced persons inside and outside the country in dignity and safety to their homes, with the right of all those affected to obtain reparation and prosecution in accordance with the law.

Parliament session in Ghadames

This consultative meeting takes place while arrangements continue to hold a plenary session in the city of Ghadames during the current week, which is the session on which more than 123 Libyan MPs met in Tangiers over the past week, after years of the split in Parliament.

The Moroccan city of Bouznika witnessed 3 previous rounds of dialogue between the House of Representatives and the Supreme Council of the country, the first was between 6 and 10 September last, while the second was held between 2 and 6 October, and the third was held from 3 to 5 November last.

From 23 to 28 November, Tangier, Morocco, hosted the work of the consultative meeting of the Libyan House of Representatives, with the presence of more than 120 deputies from Tripoli (west) and Tobruk (east).
