China News Service, November 30. Liu Youbin, spokesperson of the Ministry of Ecology and Environment, said on the 30th that since the beginning of autumn and winter this year, as of November 26, Beijing-Tianjin-Hebei and surrounding "2+26" cities have had 6 regional pollution processes. , Only 2 times were heavy pollution processes, and the number of heavy pollution processes decreased by 50% compared with the same period last year.

The Ministry of Ecology and Environment held a regular press conference in November today.

At the meeting, Liu Youbin introduced that since the beginning of autumn and winter, several air pollution processes have occurred in the Beijing-Tianjin-Hebei region and the surrounding areas due to adverse weather conditions, increased pollutant emissions, and regional transmission.

Various localities cooperate closely to carry out joint prevention and control, initiate early warnings based on forecast and forecast results, and adopt performance grading and differentiated control measures to effectively reduce pollution emissions. The actual pollution level in the region is generally reduced by one level compared with the forecast. The number of severe pollution processes reached compared with last year Significantly reduced, the degree is reduced.

Liu Youbin said that in terms of the number of pollution processes, since the beginning of autumn and winter this year, as of November 26, there have been 6 regional pollution processes in Beijing-Tianjin-Hebei and surrounding "2+26" cities, one more than the same period in 2019. It belongs to the normal fluctuation range.

However, of the 6 pollution processes this year, only 2 were heavy pollution processes (heavy pollution occurred in some cities), and the remaining 4 were light to moderate pollution.

Of the 5 pollution processes that occurred during the same period in 2019, 4 were heavy pollution and 1 was light to moderate pollution.

The number of heavy pollution processes this year has decreased by 50% compared to the same period last year.

In terms of pollution levels, the average daily average peak concentration of PM2.5 during the five pollution processes last year was 182 micrograms/m3, and the average peak concentration of the six pollution processes this year was 167 micrograms/m3, which is 8.2% lower than last year.

Liu Youbin pointed out that from October 1 to November 26, the Beijing-Tianjin-Hebei and surrounding "2+26" cities had a total of 445 days of light and above pollution, which is a decrease of 94 days and 17.4% compared with the same period in 2019; In the same period of 2015, there was a decrease of 231 days, a decrease of 34.2%.

The number of good days increased by 94 days, and the proportion of good days was 72.1%, an increase of 5.9% over the same period in 2019; an increase of 14.8% over the same period in 2015.

Liu Youbin said that in the autumn and winter of this year, as the resumption of work and production continues to advance, the corresponding air pollutant emissions have also reached their annual peaks.

In order to effectively deal with the possible heavy pollution process, in mid-November, the Ministry of Ecology and Environment issued regional early warning messages.

Relevant provinces and cities have actively carried out joint prevention and control. A total of 52 cities have started early warnings, of which 49 cities have started orange warnings and 3 cities have started yellow warnings.

In accordance with the latest revised heavy-polluting weather emergency emission reduction list, each early warning city adopts differentiated emission reduction measures according to the performance level of each company to achieve "precise problems, precise time, precise location, precise objects and precise measures" to achieve precision , Scientifically and legally control pollution, and strive to improve regional air quality.

Liu Youbin said that during the early warning period of heavy pollution weather, the Ministry of Ecology and Environment dispatched to various cities to strengthen supervision and designated assistance work groups to carry out key inspections and assistance on the implementation of heavy pollution response measures in various regions.

According to preliminary statistics, during the early warning period in mid-November, the supervision and assistance working group inspected 2,407 companies on the emission reduction list and found that 167 companies had not implemented emergency emission reduction requirements, and 474 companies had not formulated or revised the "one factory, one policy" Emergency emission reduction plans, 38 enterprise plans did not meet the requirements of the Technical Guidelines for Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather.

Among them, the two cities of Luliang, Shanxi and Kaifeng, Henan have more prominent problems, and the proportions of enterprises that have not implemented emission reduction measures are 32.5% and 20.5% respectively.

Liu Youbin pointed out that in order to ensure the clean heating of the people in autumn and winter, the Ministry of Ecology and Environment organized a supervision and assistance working group for the Beijing-Tianjin-Hebei and surrounding areas and the Fenwei Plain to transform the “coal to gas” and “coal to electricity” engineering transformation and gas protection. And carry out special investigations.

At the same time, make full use of the "12369" environmental protection reporting platform and other channels to send a working group to verify the situation on the spot in the first time to reflect the problems of rural heating protection, and to supervise and coordinate local governments to take measures to properly handle them to ensure that the people stay warm through the winter.

"From the perspective of the past five years, the pollution in December is usually heavier than in October and November, and the possibility of heavy pollution will not be ruled out again." Liu Youbin said that the Ministry of Ecology and Environment will work with the China Meteorological Administration and relevant provinces and cities to strengthen the situation. , Make every effort to make accurate predictions and forecasts, and take effective measures to respond.
