The administrative agency's determination of untrustworthy conduct must be based on a legally effective document.

  The second is to standardize the scope and procedures of credit information sharing and disclosure.

Whether and to what extent credit information is shared and disclosed should adhere to the principle of lawfulness and necessity, and be clear when compiling the credit information catalog.

  The third is to standardize the criteria for identifying the list of seriously untrustworthy entities, and strictly limit them as responsible entities that seriously endanger the health and safety of the people, seriously undermine the order of fair market competition and the normal order of society in accordance with relevant regulations, and shall not be added or expanded without authorization.

Specific identification procedures must be strictly implemented.

  The fourth is to implement punishments for dishonesty in accordance with laws and regulations to ensure that the punishments are equal.

The disciplinary measures taken against untrustworthy entities that reduce their rights or increase their obligations must be based on the facts of the untrustworthiness, based on laws and regulations, and be moderate in severity. No additional or heavier punishments shall be imposed at will, and financial institutions, credit service institutions, industry associations and chambers of commerce shall not be compulsory , The news media, etc. punish untrustworthy entities.

  Fifth, establish a credit repair mechanism that is conducive to self-correction.

Except as otherwise provided by laws and regulations, untrustworthy entities can apply for credit restoration if they correct their untrustworthy behavior and eliminate adverse effects as required.

For those eligible for restoration, relevant departments and units shall promptly remove them from the untrustworthy list according to regulations.

  Sixth, strengthen information security and privacy protection.

Strictly enforce the authority and procedures for the use of credit information inquiries, severely investigate and punish leaks, tampering, damage, theft of credit information or the use of credit information for personal gain, and severely crack down on illegal acts of collecting and buying and selling credit information.

  The meeting requested that all relevant departments in various places should promptly clear up measures such as the identification, recording, disclosure, and punishment of untrustworthy conduct that have been issued, and that those that do not meet the requirements should be regulated in a timely manner.

Random expansion of the scope of punishment, generalization tendency, difficulty in credit restoration, and inadequate protection of rights and interests have affected the legitimate rights and interests of enterprises and individuals.
