The divisional commissioner who tripped a migrant on the sidelines of the controversial evacuation of the Place de la République in Paris on Monday, committed a "breach by a disproportionate use of force", writes the general inspectorate of the national police (IGPN), the “police of the police”, in a report released on Thursday.

"This commissioner who makes this totally unjustified hook-foot, I will take sanctions against him, I ask for the meeting of the disciplinary council", declared the Minister of the Interior, Gerald Darmanin, guest of the 8 p.m. of France 2, at the same time.

"The action which consisted in slowing down the progression of a user by taking the risk of seriously injuring him by a tripping in his course, and while this user was not threatening either property or persons at that time, constitutes a use of force which could not prove to comply with the requirements of necessity and proportionality (…) ”, writes the IGPN in its report.

"Thus, by having made, probably in a fraction of a second, the choice of this gesture, he committed a failure by a disproportionate use of force", adds the IGPN.

Gérald Darmanin had asked the police on Tuesday to give him "a report within 48 hours" on the violence observed during the evacuation, including this trifle.

The investigation into the beatings received by a journalist continues

Regarding the investigation into the blows allegedly received by the journalist of the online media Brut, Rémy Buisine, the report does not provide a conclusion, the investigations not being completed.

"Investigative acts remain to be carried out, hearings, but also the research and exploitation of other video supports, in particular prior to the scene in order to rule on possible breaches", writes the IGPN in its report. of synthesis.

She notes that "the course of the action and its chronology as they emerge from her (first) hearings, are neither corroborated nor denied by a witness directly present on the scene or by the user victim (the journalist) who did not respond to IGPN's requests ”.
