——Interview with Zhang Chunwang, Director of the Institute of Overseas Chinese and Chinese Studies in China

China News Agency reporter Ma Xiuxiu

2020 is unusual for overseas Chinese.

Under the new crown pneumonia epidemic, multiple factors have made the living and development environment of overseas Chinese become more complicated.

In this context, how do you view the expressions concerning overseas Chinese proposed in the 14th Five-Year Plan and the signals and significance of General Secretary Xi Jinping’s October inspection speech in Shantou?

During the "14th Five-Year Plan" period, how can overseas Chinese participate better in China's construction and development?

Zhang Chunwang, director of the Chinese Research Institute of Overseas Chinese, Vice President of the Chinese Society of Overseas Chinese History, and an expert on the study of overseas Chinese and overseas Chinese affairs, recently accepted an exclusive interview with China News Agency "Focus on China" to give an authoritative interpretation.

Excerpts from the interview are as follows:

China News Agency reporter: You must have paid attention to the expressions concerning overseas Chinese in the "14th Five-Year Plan" proposal and the speech of General Secretary Xi Jinping during his inspection in Shantou last month.

What do you think of the signals released by related expressions?

Zhang Chunwang: The great achievements of reform and opening up are inseparable from the extensive participation and enthusiastic support of overseas Chinese.

According to statistics (40 years of reform and opening up), the total investment of overseas Chinese and overseas Chinese accounted for 60% of the total foreign investment. Practice has proved that overseas Chinese and overseas Chinese are participants, contributors and beneficiaries of reform and opening up. They are valuable resources for China's modernization drive. And unique advantages.

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China reviewed and approved the "14th Five-Year Plan" and 2035 long-term goals. To realize this magnificent blueprint, the Chinese people at home and abroad also need to unite and struggle together, and require the participation and support of overseas Chinese.

This participation and support is not one-way, but multi-dimensional. It is participation and support in the context of economic globalization and the win-win development of China and other countries in the world.

China's philosophy of adhering to peaceful development and win-win cooperation has not changed, and China's overseas Chinese policy and principles (of overseas Chinese affairs) have not changed.

The speech of General Secretary Xi Jinping and the relevant expositions concerning overseas Chinese in the 14th Five-Year Plan clearly show that China's overseas Chinese policy is consistent, clear and firm.

China News Agency reporter: Overseas Chinese are an important bridge and link to develop the relationship between their ancestral (home) country and the country where they live. Although they are overseas, they care about their homeland.

In your opinion, how should overseas Chinese compatriots handle their relationship with their ancestral (home) country and country of residence?

How to promote harmony among compatriots at home and abroad?

Zhang Chunwang: After the founding of the People’s Republic of China, the party and the government have always attached great importance to the survival and development of overseas Chinese. Before and after the Bandung Conference, China began negotiations with relevant countries, focusing on resolving the issue of overseas Chinese’s dual nationality, advocating and encouraging overseas Chinese to become local nationals. Become a local citizen and stay loyal to your country.

If overseas Chinese choose Chinese nationality, they must abide by the laws of their country of residence and cannot participate in local political activities.

In the early days of reform and opening up, Comrade Deng Xiaoping repeatedly reiterated that this policy on overseas Chinese affairs remained unchanged.

After the reform and opening up, many people have chosen to go abroad, choose to join the local nationality, and become foreign Chinese.

Chinese foreigners must first live in the country allegiance, and on this basis, they keep in touch with China out of their love for their ancestors, for their inheritance of Chinese culture, for their own career development, etc. We appreciate that In fact, this is also a general rule for international immigration.

At present, there are about 70 countries in the world that have overseas Chinese affairs agencies, whose main responsibility is to strengthen the relationship between their own countries and their overseas immigrants.

As Chinese relatives, they build a bridge for friendly exchanges between the Chinese people and the people of other countries, inherit and promote Chinese culture, and promote Sino-foreign economic and trade exchanges on the premise that they are conducive to living in the country, conducive to their own career development, and conducive to China. We all welcome participation in domestic economic construction.

The Chinese dream of realizing the great rejuvenation of the Chinese nation is connected with the dreams of people all over the world. Only when the world is good will China be good, and the survival and development of overseas Chinese will be good.

On this basis, we must jointly promote the harmony of compatriots at home and abroad, and contribute to the realization of the "14th Five-Year Plan" and the construction of a community with a shared future for mankind.

China News Agency reporter: We know that under the new crown pneumonia epidemic, overseas Chinese are under a lot of pressure.

When the domestic epidemic broke out, many of them ran around and donated money and materials.

Many overseas countries are now facing a new wave of epidemics. In addition to difficulties in life and career development, overseas Chinese will also encounter problems such as racial discrimination, and their living and development environment is becoming more complex. What advice do you have for them?

Zhang Chunwang: At the beginning of the outbreak, domestic epidemic prevention and control materials were very short. Overseas Chinese purchased a large amount of anti-epidemic materials and actively shipped them back to China.

Among them, they have overcome many difficulties, and many touching stories have occurred, which played a role in helping the domestic epidemic prevention and control work.

Overseas Chinese living abroad need a double recognition. First, they need to be recognized by the domestic people, and they also want to be recognized by the people living in the country.

The spread of the epidemic in various parts of the world has greatly affected the survival, development, and operation of overseas Chinese. In particular, many overseas Chinese engaged in the catering, retail, and tourism industries have suffered even greater impact.

(Some people) refer to the new crown virus as the "Chinese virus", causing people in some countries to misunderstand, discriminate and prejudice against overseas Chinese, and even commit personal attacks.

Under this circumstance, the performance of overseas Chinese is admirable. They are devoted to the local epidemic prevention and control work just like supporting the domestic anti-epidemic work. They donated a lot of money and materials and strictly abide by the local epidemic prevention and control regulations. Their infection rate is relatively low.

At the same time, they have shown great sense and restraint in the face of prejudice and discrimination.

With the gradual improvement of the epidemic prevention and control work, I believe that overseas Chinese will also be able to achieve the following points in the epidemic prevention and control: keep a group for warmth and strengthen mutual help.

It is also the tradition of the overseas Chinese to strengthen information communication between the overseas Chinese groups and between the overseas Chinese, and to help each other. This is also the tradition of the overseas Chinese; seize the opportunity to integrate their own production and business recovery and the local economic recovery plan to tide over the difficulties; The situation develops and changes, seeks new business opportunities, and realizes transformation and development; insists on safeguarding one's rights and interests in accordance with the law, and must bravely take up legal weapons in the face of discrimination and attacks; carry forward the fine traditions of the Chinese nation, adhere to a peaceful mind, and actively continue to participate in, Support local epidemic prevention work, increase exchanges with other ethnic groups, enhance mutual understanding, and better integrate into local society.

China News Agency reporter: We have talked about some of the problems and thinking that overseas Chinese are facing under the epidemic situation.

So, in this context, we return to the expressions concerning overseas Chinese in the "14th Five-Year Plan" proposal.

What do you think of the significance of China's current reiteration of its overseas Chinese policy?

Zhang Chunwang: As I said just now, the party and the country’s policy on overseas Chinese affairs is consistent, clear and firm.

The implementation of the "14th Five-Year Plan" and the 2035 long-term goal has strengthened the confidence of overseas Chinese to take the ride of China's economic development. At the same time, it also provides more opportunities and choices for overseas Chinese living in the country to carry out economic and trade cooperation with China.

I believe that overseas Chinese are not only valuable resources and unique advantages for China's modernization drive, but also valuable resources and unique advantages for the economic and social development of the country where they live.

In the new development pattern of "double cycle", overseas Chinese and overseas Chinese will definitely be able to play their advantages in integrating China and foreign countries, connecting China and the West, and show more and greater achievements in the process of promoting the win-win development of China and the country where they live.

Reporter from China News Service: In your opinion, during the "14th Five-Year Plan" period, in what areas does China need to make further efforts to better gather the hearts of overseas Chinese?

Zhang Chunwang: Departments related to overseas Chinese should strengthen investigations, fully understand the needs of overseas Chinese who return to China to start businesses in China, optimize the domestic business environment, and provide them with more options for their return to China (coming to China) for development.

It is necessary to strengthen legislation related to overseas Chinese, promote the implementation of existing laws and regulations related to overseas Chinese, create an atmosphere of knowing, loving and protecting overseas Chinese in the whole society, and better unite overseas Chinese.

Another very important issue is to strengthen the construction and protection of the hometown culture of overseas Chinese.

The speech of General Secretary Xi Jinping in Shantou not only fully affirmed the contribution of overseas Chinese to the construction of the country (hometown), but also put forward new and higher requirements for the protection and construction of the culture of the hometown of overseas Chinese.

The hometown of overseas Chinese is an emotional bond for overseas Chinese to maintain their relationship with their ancestral country. It is where their roots and souls lie. Strengthening the construction and protection of the hometown culture is more conducive to enhancing the relationship between overseas Chinese and their hometown.

China News Agency reporter: The full text of the planning proposal also pointed out that a high-level opening to the outside world should be implemented to open up a new situation of win-win cooperation.

It pointed out that promoting the joint construction of the “Belt and Road” high-quality development and improving the layout of the free trade pilot zone.

What do you think of the current participation of overseas Chinese in China's open development?

In what areas is there room for improvement?

Zhang Chunwang: Now, China's economy is closely connected with the world economy.

In 2019, China's economy has contributed 30% (about) to the world economy (growth), and continues to be the (main) source of power for world economic growth. China is already the largest trading partner of more than 120 countries (and regions). Among them, the contributions of overseas Chinese and overseas Chinese are indispensable.

To promote high-level opening to the outside world and to promote a new situation of mutual benefit and win-win development is also inseparable from the participation of overseas Chinese.

There are a large number of overseas Chinese in the countries along the “Belt and Road”. Now some domestic enterprises and institutions are carrying out overseas investment and assistance projects. Considering that overseas Chinese and Chinese people are not familiar with the local advantages, they have not considered investment with local overseas Chinese and overseas Chinese. In the future, we should strengthen overall planning and give full play to the role of overseas Chinese in policy communication, facility connectivity, unimpeded trade, financing, and people-to-people bonds.

China News Agency reporter: The last question is, in order to better participate in China's construction and development during the 14th Five-Year Plan period, what efforts do you think overseas Chinese need to make?

Do you have any suggestions for them?

Zhang Chunwang: The "14th Five-Year Plan" is our first step towards the second centenary goal.

The realization of the "14th Five-Year Plan" requires the participation of overseas Chinese and overseas Chinese, and it also provides opportunities and platforms for the career development of overseas Chinese and overseas Chinese.

We especially welcome overseas Chinese and overseas Chinese to return to China (coming to China) for investment, innovation and entrepreneurship in combination with their own business development on the basis of strict compliance with the laws and international practices of the country of residence.

It is recommended that they should earnestly understand the internal requirements of the new development concept and the "dual cycle" new development pattern, so as to make their investment projects and career choices more in line with domestic development needs and achieve win-win development.
