China News Service, November 22, reported that Russia’s Primorye Territory has entered a state of emergency due to a snowstorm recently, and 150,000 people in Vladivostok are facing water and power cuts.

Experts said that they hope to fully restore electricity to residents interrupted by the snowstorm within three days.

The snowfall has been suspended and power supply in some areas has been restored.

  Mikhail Nikulenko, head of the Vladivostok Power Grid Company, said that there are still 21 central heating stations in the city without electricity.

  Boris Cooper, an official with the local meteorological department, said that the ice formed in some places was 12 millimeters thick, which was the first observation in the region in 30 years.
