Work hard to fight the epidemic and create a better future

  First of all, I would like to express my heartfelt thanks to Saudi Arabia as the presidency, especially His Majesty the King himself, for the tremendous efforts made to host this summit!

  In the coming year, mankind has experienced the most serious pandemic of infectious diseases in a century. More than a million people lost their lives. The world economy fell into recession, society and people's livelihood suffered heavy losses, and the impact exceeded the international financial crisis that occurred in 2008.

  After the outbreak, the G20 moved quickly. The leaders’ special summit proposed to strengthen cooperation in prevention and control, promote drug and vaccine research and development, maintain economic and financial stability, ensure the smooth flow of industrial and supply chains, and ease the debt burden of developing countries.

These measures have brought confidence to the world and led the way for global anti-epidemic cooperation.

In this global battle against the new crown pneumonia epidemic, the G20 once again played an irreplaceable role.

  At present, the global epidemic is still spreading. Some countries are facing the threat of a second wave of epidemics. There is a long way to go to fight the epidemic, stabilize the economy, and protect the people's livelihood.

At the same time, the international pattern is evolving rapidly, unilateralism and protectionism are on the rise, and the global industrial chain and supply chain are under impact.

We must work hard to stabilize and restore the economy while doing a good job of normalizing the epidemic prevention and control.

I suggest that the G20 should make further efforts in the following aspects.

  First, build a global anti-epidemic firewall.

First of all, we must do a good job in the prevention and control of our own epidemics, strengthen exchanges and cooperation, and provide assistance to other countries.

Many G20 members have made positive progress in vaccine research and development and production. They should speed up their actions and support the World Health Organization in coordinating and integrating resources to distribute vaccines fairly and effectively.

China actively supports and participates in the international cooperation of the new crown pneumonia vaccine, has joined the "new crown pneumonia vaccine implementation plan", and is willing to strengthen cooperation with other countries in the development, production, and distribution of vaccines.

We will fulfill our commitments, provide help and support to other developing countries, and strive to make vaccines a public product that people in all countries can use and can afford.

  Second, unblock the world economic operation context.

Under the premise of preventing and controlling the epidemic, we must restore the safe and smooth operation of the global industrial chain and supply chain, lower tariffs, reduce barriers, and explore the liberalization of trade in important medical supplies.

It is necessary to strengthen the docking of policies and standards and build "fast channels" to facilitate the orderly exchange of personnel.

China proposes to establish an international mutual recognition mechanism for health codes based on the results of nucleic acid testing in the form of internationally accepted QR codes, and hopes that more countries will participate.

At the same time, we support the G20 to continue to carry out institutionalized cooperation on facilitating personnel exchanges and the circulation of goods, and build a global cooperation network.

  Third, give play to the driving role of the digital economy.

The epidemic has inspired new technologies, new business formats, and new platforms such as 5G, artificial intelligence, and smart cities to flourish. Online shopping, online education, telemedicine and other "non-contact economies" have accelerated in an all-round way, providing a new path for economic development.

We must take the initiative to respond, turn crises into opportunities, deepen structural reforms, and catalyze new development momentum through technological innovation and digital transformation.

We must create a favorable development environment for the digital economy, strengthen cooperation in data security, strengthen the construction of digital infrastructure, and create a level playing field for science and technology companies in various countries.

At the same time, it is necessary to solve the challenges that the digital economy brings to employment, taxation, and socially disadvantaged groups, and bridge the digital divide.

  Fourth, to achieve more inclusive development.

We must continue to help developing countries overcome the difficulties caused by the epidemic.

China has overcome difficulties and fully implemented the G20 debt relief initiative, totaling more than 1.3 billion U.S. dollars.

China supports the decision to extend the time limit of the Debt Mitigation Initiative, and will continue to work with all parties to implement it, and will increase debt mitigation and debt reduction for countries that are in real difficulties, and encourage financial institutions to independently provide additional financing in accordance with market principles.

We must help women get rid of the impact of the epidemic, pay attention to the special needs of women, and implement the Beijing Declaration and the Action Plan.

China has proposed to hold another Global Women’s Summit in 2025 to contribute to the development of women’s undertakings in the post-epidemic era.

In addition, we must also attach great importance to food security challenges and support the United Nations in hosting the World Food Summit next year.

China proposes to hold the International Food Loss Reduction Conference at an appropriate time, and welcomes the active participation of G20 members and relevant international organizations.

  The new crown pneumonia epidemic is a major challenge, highlighting the shortcomings of global governance.

The international community is very concerned about the international order and global governance in the post-epidemic era, and it is also very concerned about what role the G20 will play.

I think we should follow the principle of extensive consultation, joint contribution and shared benefits, adhere to multilateralism, adhere to openness and tolerance, adhere to mutually beneficial cooperation, and adhere to advancing with the times.

The G20 should play a greater leading role in this regard.

  First, strengthen the international system with the United Nations at its core.

The United Nations is the core mechanism for cooperating in international affairs.

All parties should firmly uphold the authority and status of the United Nations, abide by the purposes and principles of the UN Charter, and maintain an international order based on international law.

We support the United Nations to more effectively build global consensus, mobilize global resources, coordinate global actions, and play a greater role in world peace and development.

  Second, improve the governance structure of economic globalization.

We must firmly uphold a rule-based, transparent, non-discriminatory, open and inclusive multilateral trading system, support the reform of the World Trade Organization, enhance its effectiveness and authority, promote free trade, oppose unilateralism and protectionism, and maintain fair competition , To protect the development rights and space of developing countries.

We must continue to reform the international financial system, complete the sixteenth round of IMF quota inspections on schedule, expand the role of special drawing rights, build a global financial safety net, and increase the representation and voice of developing countries.

We must face up to the challenges of economic globalization and make economic globalization develop in a more open, inclusive, inclusive, balanced, and win-win direction.

  Third, promote the healthy development of the digital economy.

In the face of concerns about data security, digital divide, personal privacy, ethics, etc., we must uphold a people-centered, fact-based policy orientation, encourage innovation, build mutual trust, and support the United Nations to play a leading role in this regard and work together to create an open, A fair, just and non-discriminatory digital development environment.

Not long ago, China proposed the "Global Data Security Initiative."

We are willing to use this as a basis to discuss and formulate global digital governance rules with all parties.

China supports the strengthening of dialogue around artificial intelligence, and proposes to hold special meetings at appropriate times to promote the implementation of the G20 artificial intelligence principles and lead the healthy development of global artificial intelligence.

The G20 will also discuss the formulation of legal digital currency standards and principles in an open and inclusive manner, and properly respond to various risks and challenges in the process of jointly promoting the development of the international monetary system.

  Fourth, improve the ability to respond to global challenges.

At present, the most urgent task is to strengthen the global public health system to prevent and control the new crown pneumonia epidemic and other infectious diseases.

It is necessary to strengthen the role of the World Health Organization, advance the prevention and response to global pandemics, build a strong fence to maintain human health and safety, and build a human health community.

We must intensify international cooperation in the field of ecological environment, and protect the earth, our common home for survival.
