In order to strengthen the prevention of safety risks at the end of the year, and further clarify the focus of safety supervision and risk prevention and control, according to the characteristics of typical accidents and the outstanding common problems of the accident enterprises, the emergency management department recently notified the four types of production safety high-risk project enterprises.
The Ministry of Emergency Management requires that local emergency management departments should focus on four types of high-risk production safety enterprises in their supervision and inspection.
One is the enterprise that has repeatedly received various administrative penalties.
In the 11 or more large coal mine accidents this year, all companies involved in the accident have repeatedly violated laws and regulations, and have been subject to administrative penalties by relevant departments. Some companies have perfunctory rectification and even resorted to fraud under the circumstances of repeated enforcement and supervision by the regulatory authorities.
Recently, an enterprise in Shuozhou, Shanxi Province, in the "11·11" flooding accident, was fined 80,000 yuan by the environmental protection department for storing raw coal in the open air in 2017.
Zhejiang Wenling "June 13" major accident enterprise was punished by the transportation department for 11 violations in 2016, 2017, and 2018, but it did not attract enough attention from the enterprise and eventually led to an accident.
The second is production and construction projects involving illegal contracting and subcontracting.
Of the 7 major accidents in the construction industry in the past three years, 6 have involved illegal contracting and subcontracting. In addition, in recent years, some industrial and trade enterprise technological transformation projects have also encountered illegal contracting problems. Intermediaries are in the process of providing services to related enterprises. There is also a subcontracting phenomenon.

The third is newly established small and micro enterprises or newly established project enterprises.
Newly established or newly built and put into production project companies need to run-in in terms of personnel, equipment and facilities, production and operation. Small and micro enterprises and new projects are often not easily attracted by the regulatory authorities. Once the management is lax and the supervision is neglected, accidents are very likely to occur.
Recently, Shijiazhuang, Hebei, "11·12" fire accident company, and Guangdong Zhongshan, "11·13" fire accident company, were both established in 2017. The former are individual industrial and commercial households and the latter are individual small and micro enterprises.
The fourth is the project enterprise where the actual person in charge is not consistent with the nominal person in charge.
Some companies have resorted to falsification on their principals and evaded supervision, which has caused loopholes in safety management, making it difficult to implement the main responsibility.
In 2019, the Jiangsu Xiangshui "3.21" accident company, its actual controller was sentenced to not possess the legal qualifications to act as the main person in charge because of a previous crime, and the director of the nitrification plant was adopted as the legal representative of the enterprise; in 2019, Hengshui, Hebei, "4.25 "The main person in charge of the project of the construction unit is the anchor person who is not practicing on-site."
The Emergency Management Department emphasized that it is necessary to fully understand the current severe and complex production safety situation, deeply analyze and learn lessons from recent accidents, in-depth advance the three-year special rectification action for production safety, highlight the supervision and inspection of key regions and industries, and pay close attention to the implementation of various responsibility measures .
It is necessary to strengthen inspection and law enforcement, focus on supervision of enterprises that have repeatedly received various types of administrative penalties, "fight non-government violations", precise and scientific supervision and inspection, and promptly supervise and rectify potential safety hazards.
It is necessary to strengthen the safety supervision of production and construction projects, focus on the inspection of illegal contracting and subcontracting at various levels, and resolutely put an end to the phenomenon of escrow and neglect of contract.
