With the approval of Li Keqiang, Premier of the State Council of China, the State Council of China recently issued the "Approval on the Overall Plan for the Implementation of the "One Industry, One Certificate" Reform Pilot in Shanghai Pudong New Area to Substantially Reduce Industry Access Costs" (hereinafter referred to as "Approval"), agreed to launch a pilot reform of "one industry, one certificate" in Pudong New Area, Shanghai. The trial period is from the date of approval to the end of 2022.

  The "Approval" proposes to establish a comprehensive industry licensing system to focus on industries where market access is subject to multiple approvals and market entities are highly concerned.

For pilot industries, determine the leading departments and coordinated departments for industry management to achieve "one hat lead."

Comprehensively sort out the approval items of various industries, provide accurate and convenient navigation services for market entities, greatly reduce the cost of learning the market access system, and realize "one-click navigation".

Standardize and integrate all the access conditions of the same industry to realize "one notification".

Combine multiple application forms into one application form to realize "one application".

The applications are accepted uniformly, and all departments approve in parallel to achieve "one standard approval".

Integrating multiple licenses into one comprehensive industry license is clearly valid across the country and realizes "one license for operation".

The first batch of 31 industries including e-commerce, convenience stores, supermarkets, restaurants, hotels, etc. were included in the “one industry, one license” reform pilot, and the 25 administrative licenses implemented by the State Council were entrusted to Shanghai Pudong New District to accept and issue Certification work.

  The "Approval" emphasizes the strengthening of the reform system integration and coordination, deepening the reform of the notification and commitment system, developing and applying the online bidding system, exploring the intelligent approval model, and establishing the industry's comprehensive licensing "good and bad evaluation" mechanism.
