Of the 25 people killed in the attack, nearly half were members of the Iranian Islamic Revolutionary Guard Corps.

  The report pointed out that before Shaban was arrested, he was planning to launch new attacks in the Iranian capital Tehran and Khuzestan, but they were all blocked by Iranian intelligence.
