06 November 2020An "extraordinary fund" to support the third sector: this is foreseen by the decree that should arrive on the table of the Council of Ministers.

The fund, set up at the Ministry of Labor, will be used to finance "interventions in favor of voluntary organizations", "social promotion associations" and "non-profit organizations of social utility".

At the beginning of next week, more than 211,000 companies will see the first transfers of grants prepared by the government credited directly to their current account.

After just nine days from the issuance of the first "Refreshments" decree-law, even before the time we had foreseen, the Revenue Agency has already ordered the first payment orders for an amount of almost 1 billion euros, for economic and productive activities affected by the restrictive measures adopted with the Prime Minister's Decree of 24 October.

In such a critical phase of our history, which sees us all committed to fighting the new advance of the contagion, giving concrete and immediate help to those in difficulty is necessary to protect our present and our future.

It is a commitment that I have made in front of the whole country, of all Italian citizens.

The whole government is working on this.

In these hours, moreover, we are also finalizing the "Ristori bis" decree, with which we strengthen the protection and support network for all economic activities located in the areas at greatest risk, in light of the new measures adopted with the last Dpcm.

We must do whatever is necessary, quickly and effectively, to get out together and overcome this crisis as soon as possible.

Prime Minister Giuseppe Conte writes this in a post on Instagram, underlining how "right now we are finalizing the refreshment dl bis, with which we strengthen the protection and support network for all economic activities that are located in the areas with greater risk". "We must do everything necessary, quickly and effectively, to get out of the crisis together as soon as possible", he concludes.  

Contribution doubled compared to the summer for 57 new categories of businesses that will have to close because they operate in the 'red zones', foresees the draft, which increases from 150% to 200% the refreshment for bars, pastry shops and ice cream parlors located in the areas red or orange. The new list of Ateco codes attached to the provision includes shops (from clothing to appliances to sex shops), street vendors (since the markets are also closed), beauticians and other personal services, including those who do piercings and tattoos. The list also includes services for animals (kennels, dogsitter, grooming) and marriage agencies.

Then 50% paid leave and a 1000 euro babysitter bonus to help families in the red areas, with their children in middle school but at home in distance learning, among other innovations provided for in the draft of the decree.

Leave may be requested if smart working is not possible for the entire duration of the school closure. Families with disabilities can also request them in the event of closure of schools or day centers, regardless of the age of the children.

The babysitter bonus can instead be requested by the self-employed (registered in the separate management) and cannot be used in the case of "services rendered by family members". It will also be incompatible with the daycare bonus. The 1000 euros can always be used through the family booklet and for as long as the schools remain in distance learning. 

340 million euros to guarantee, also for the month of December, the exemption from the payment of social security and welfare contributions of companies operating throughout the national territory, belonging to the agricultural, fishing and aquaculture sectors, including wine and beer companies.

with the rank of lieutenant or correspondent, of which 14 from the Italian army, 8 from the navy and 8 from the air force" and "70 non-commissioned nurses with the rank of marshal" will be able to be enlisted according to the draft of the refreshment decree bis. Enlistment applications, as stated in article 10 of the draft, may be submitted within ten days of the publication of the decree. 

Another 19 categories admitted to non-repayable contributions between 100% and 200% provided for by the refreshment decree 1: the draft of the updated NECC code table provides for this, which will be attached to the refreshment decree bis. Many of the categories that had complained about the exclusion in these days appear: the tourist buses will have 100% contributions and also the lagoon transports, the photojournalists, those who take dance classes, the industrial laundries, the favor shops, the translators and also the fireworks manufacturers. Mountain guides, museums, libraries, monuments and even botanical gardens and zoos will reach 200%. Also included are catering without administration, such as takeaways and pizzerias by the slice, and internet points, which will have a refreshment at 50% of what already had in the summer.
