"Noting the vacancy of the executive power, the National Transitional Council will have the mission to prepare the framework for a fair, transparent and inclusive presidential election [...] and to convene national meetings for national reconciliation with a view to the return to a definitive peace in Ivory Coast "added Pascal Affi N'Guessan.

No constitutional vacuum according to the government

A spokesperson for RHDP contacted by France 24, Mamadou Touré, said that Côte d'Ivoire is not in crisis and "that there is no reason to form a transitional government or even of national unity. The election did take place, there is no constitutional vacuum in Côte d'Ivoire ".

As tension mounts between the opposition and the government, the Independent Electoral Commission (Ceni) is expected to release the election results in the coming hours.

Estimates known since Sunday evening indicate that outgoing President Alassane Ouattara is set to win a large victory due to the success of the call for a boycott launched by the opposition.

Interviewed by France 24, Ivorian political analyst Sylvain N'Guessan believes that by announcing the formation of a provisional government, the opposition seems to replay the scenario of the post-electoral crisis of 2010-2011 when Alassane Ouattara and Laurent Gbagbo had both claimed victory, both sworn in and formed two governments.

"It was predictable," he said.

"It's a standoff and we will have to find a way out. I think the opposition wants to spark dialogue with the authorities. It is their strategy and I think that, yes, it is possible."

A country under pressure

The opposition had already called, Sunday, for a "civil transition" and "for the general mobilization of Ivorians to block the dictatorship and the forfeiture of the outgoing president", while violence has shaken the country since the vote without qu 'an exact balance sheet can be established.

If the African Union observation mission considers that "the election was conducted in an overall satisfactory manner", the Carter Center, a foundation created by former President of the United States and Nobel Peace Prize winner Jimmy Carter , is much more critical.

"The political and security context made it impossible to organize a competitive and credible presidential election," said the foundation.

For its part, the ECOWAS observation mission stressed that "the rise in insecurity in the pre-electoral period has created a psychosis".
