02 November 2020 "The government has always been and always will remain aware of the full responsibility towards the country in the face of every decision for the salvation of the country".

Thus Prime Minister Giuseppe Conte in the Chamber for Communications on the epidemiological situation and on any new measures to deal with Covid .. "The curve runs on every continent. The EU within a global framework is one of the areas most affected by the impact of the second wave. In recent weeks, the increase in Covid cases has been 150 infections for every 100 thousand inhabitants and in our country too the situation is worsening, the resurgence has led to a significant multiplication of infections ".

"The evolution of the epidemic is very worrying" we are moving towards a type 4 scenario, "there is the risk of health services in some regions", said the premier.

"The picture is serious throughout the country" but especially in some regions and autonomous provinces, he added.

Differentiated measures, "in the next Dpcm there will be three areas of risk"

"No to an indistinct regime on the territory" explains the premier.

"The next Dpcm will identify three areas corresponding to three risk areas with increasingly restrictive measures. The inclusion of a Region will take place with an ordinance of the Minister of Health".

"Crowding in hospital wards, no pressure in intensive care"

"We are not undergoing unbearable pressure in the intensive care units but we are recording a growing worrying crowding in other departments such as sub intensive care and medical areas in general" Conte then underlines, supporting that the data "confirm that there is a significant difference compared to the first wave" also in terms of health response and medical devices and equipment.

"Restrictive measures with the utmost speed"

"I remit to Parliament any decision regarding the need for necessary measures with the utmost speed" that the government will have to take due to "a sudden" increase in contagion, explained Conte.

"Parliament will be able to express itself before" the government's measures and I am willing to accept the remarks that will arrive "

" Ready to accept remarks of the resolutions "

" I am ready to listen carefully and announce my willingness to accept the remarks of the resolutions that will be approved ", the premier said. Then speaking of the proposal made to the opposition he said:" I have proposed to the leaders of the opposition a discussion table with the government "," at the moment this proposal has been rejected, if there are second thoughts I can confirm that the proposal is unchanged and does not imply confusion of roles ".
