  In the eyes of many teachers, this is a manifestation of the effectiveness of Guiyang's governance of "small dining tables" outside schools.

However, "small dining tables" outside the school have not been completely banned, and some have changed from bright to dark.

  At noon, at the gate of an elementary school in the old city of Guiyang, the reporter of Banyue Tan saw many students walking out of the school gate and going to a "small dining table" in a nearby office building to eat.

A child said that the management is now strict, and the staff of the "little dining table" no longer accepts people, even if they do, they do not hold up signs.

  Later, the reporter from Banyue Tan came to the floor where the "small dining table" was located. The staff was extremely sensitive. They didn't mention anything about the lunch, fees, scale, etc., and they had to swipe their card to enter.

At the door, the reporter from Banyue Tan heard the voice of a child from the room.

  The staff of the education department of Guiyang City stated that although the local government has continuously increased its rectification work in the past few years, it has not been able to completely ban "small dining tables" outside the school.

"Because of the low threshold, the large flow of employees, and the hidden location of the establishment, it is quite difficult to fully understand the number of'small dining tables' outside the school."

"One size fits all" closed, "a gust of wind" and then loose

  The reporter from Banyue Tan found that many places across the country have been actively exploring the management of "small dining tables" outside the school, but they have never found an effective solution.

  The Banyuetan reporter learned from the education department that the government is currently working hard to solve the problem of students having lunch by opening canteens in schools or entrusting off-campus institutions to provide meals. However, many schools in central urban areas have limited conditions and cannot open canteens.

“Previously, the conditions for opening a canteen were not up to standard, and it was closed for a period of time, which caused parents to petition.” Speaking of the opening of a canteen, the principal of a primary school in Guiyang said that parents are concerned about children’s lunch and lunch breaks.

  An industry insider told Banyuetan reporter: "Previously, some places shut down the'small dining tables' outside the school, and parents took their children to the Education Bureau to ask for custody."

  Guiyang citizen Zhang Lili said that she and her spouse work in public institutions, and it is not realistic to pick up children for lunch at noon. Instead of letting children settle their lunch at street stalls or restaurants, off-campus "small dining tables" are more reassuring.

The Banyuetan reporter learned from the Guizhou Provincial Civil Affairs Department’s "Recommendations on Solving the Problem of Disorders in Day Care Institutions" that the state has not yet included afternoon care institutions in administrative licensing or approval management, and has not yet issued special management regulations or measures.

  According to the department's responsibilities, the market supervision department is responsible for food safety supervision and related training of lunch care institutions in accordance with the law. The professional knowledge training of teachers and supervision and training of hygiene and epidemic prevention, consumption and other aspects are responsible for the education, health and other industry authorities.

  The staff of the education department believes that the poor management of institutions such as "small dining tables" outside the school is mainly due to the lack of special policy support, and also involves education, food and drug supervision, health and other departments, often "Nine Dragons Water Treatment", management is difficult to form a joint force, so Over the years, it has been in a tug-of-war of governance.

Combining unblocking to create a safe "small dining table" outside school

  At present, many places are constantly exploring, and have accumulated a lot of experience in the management of off-campus "small dining tables".

  For example, Guiyang City implemented the "Happy Children Plan" in May 2018. All public and inclusive non-boarding private compulsory education schools in the city provide free custody services for students in need of custody. Suggest other compulsory education schools Refer to implementation.

  The Guizhou Provincial Market Supervision Bureau stated that it will combine the functions and responsibilities of registration and approval to clarify the scope of the registration of for-profit day care institutions, and continue to promote the reform of "first license before certification" to avoid regulatory vacuum and gray areas.

In addition, Guizhou will also make full use of the platform of the National Enterprise Credit Information Publicity System (Guizhou), and work with relevant departments to uniformly collect and share relevant information about for-profit afternoon care institutions.

  Professor Weng Zeren of Guizhou University said that the off-campus "small dining table" objectively alleviated the current contradictions in the process of urban home-school collaboration. When strengthening management, neither can it be shut down completely, nor can it be relaxed after a gust of supervision.

Proceeding from the needs of students and parents, we should improve the relevant special management system as soon as possible, remove blockages and strengthen supervision, resolutely ban non-standards, and appropriately retain actual standards.

  Parents also reported that the current underground operation of "small dining tables" outside the school has increased the difficulty of supervision and increased safety risks.

Many times of centralized sorting will cause the phenomenon of "more monks and less porridge" in the "small dining tables" outside the school, leading to higher fees.

Parents hope that the relevant departments will strengthen the investigation and find out the bottom numbers to facilitate supervision, and at the same time guide more standardized and more reasonably priced afternoon care institutions to regulate the market.
