His Highness said: “The development of the draft budget for the fiscal year 2021 was in accordance with international best practices and using the latest electronic systems, with the aim of raising the efficiency of spending and directing it towards strategically important sectors, in order to enhance the ability of government agencies to implement and achieve their goals and programs with the required efficiency.”

This came after the Council of Ministers, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, approved the draft of the Union’s general budget for the fiscal year 2021, which is the last year of the five-year plan for the years 2017-2021, at a cost of 58.1 billion dirhams, and following the announcement of the new structure of the federal government. , Which included merging ministries and agencies, and changing powers and responsibilities.

His Highness affirmed the insightful vision of the wise leadership in directing financial resources to achieve the highest standards of quality of life and happiness for citizens and residents in the country, providing the highest levels of social care to deserving groups, the best health and educational services, and developing the basic infrastructure necessary to encourage local investments and attract foreign capital to invest in them in Industrial, commercial, real estate and service projects, providing a network of modern roads, and distinguished government services.

His Highness explained that the main objective of developing the draft budget and preparing it in the form of periodic plans is to develop the level of social services provided, focus on raising the level of smart government services, and increase the percentage of customer satisfaction.

It also affirms the efforts of the federal government to provide welfare, prosperity, happiness and security to members of society.

On the other hand, the Ministry of Finance held workshops for federal entities through visual communication technology, to train its specialists on the procedures, steps and rules followed for preparing the draft general budget.

The budget focuses on directing federal financial resources to achieve the goals and programs of federal entities within the government’s strategy, to ensure sustainable and balanced development, and to ensure the best use of government resources.

The allocations of the Federation's general budget for the fiscal year 2021 were distributed among the various sectors, as follows:

First: social development and social benefits

The estimates of the programs devoted to social development and social benefits amounted to 26.04 billion dirhams, 42.6 percent of the general budget, and the allocations for public, higher and university education programs amounted to 9.6 billion dirhams, or 15.7 percent of the budget, while the estimates of the costs of public education programs amounted to 6.2 billion dirhams. 10.2% of the budget.

Estimates of higher and university education amounted to 3.4 billion dirhams, or 5.5% of the budget.

Funds for health care and community protection amounted to 4.97 billion dirhams, 8.1% of the budget, to provide the highest levels of medical care services to citizens and residents, and the necessary sums were allocated to confront the Corona pandemic.

Appropriations for programs to guarantee social rights and activate community integration amounted to 3.4 billion dirhams, or 5.6% of the total budget, to confirm the state’s sponsorship of those who deserve support, and to provide subsidies to special groups in need of care.

Appropriations for social benefits programs - pensions amounted to 4.6 billion dirhams, or 7.6% of the total general budget for civilian and military retirement pensions.

Second: the government affairs sector

The general government affairs sector has allocated financial allocations worth 21.3 billion dirhams, or 34.8% of the budget, to manage government affairs, provide the latest services, and achieve justice for members of society, in fulfillment of the leadership's vision that the UAE is a state of security and safety for citizens and residents.

An amount of 4.5 billion dirhams was allocated for infrastructure and economic, by 7.4%, an amount of 19.3 billion dirhams for social development, at a rate of 31.6%, an amount of 4.6 billion dirhams for social benefits, or 7.6%, and 7.7 billion dirhams for other federal expenditures, representing 12.7% of the budget.

An amount of 3.1 billion dirhams has been allocated for financial investments, at a rate of 5% of the budget. The federal government's contribution is represented by the Emirates Investment Authority, the Emirates Development Bank, and the Etihad Rail Company.

An amount of 529 million dirhams has been allocated for other grants.

Third: Federal Projects

An amount of 3.93 billion dirhams is included for federal projects, distributed as follows:

The budget includes funds to finance the federal government's share of the railway network in the amount of 1.4 billion dirhams.

An amount of 126 million dirhams has been allocated for the Emirates Space Agency projects.
