The accident occurred at 7.30 pm on Saturday.
The police state that the driver did not stop at the police sign, at the shopping center Avion in Umeå.
After a short chase after the car, he drove over the center line and collided head-on with an oncoming car.
Several police patrols, ambulances and rescue services are sent to the scene.
Traffic was diverted during the rescue operation.
