In 2005, Mr. Shimo left the party after receiving a recommendation to leave the party, saying that he actively supported the opposition candidate of the Liberal Democratic Party to which he belonged at that time. He has served as chief and minister in charge of postal privatization.

After that, he served as the chairman of the political investigation of the Diet members at the Nippon Ishin no Kai, but in January, he was dismissed in connection with the corruption case involving IR = integrated resort facilities.
