The Department of Health in Abu Dhabi announced the start of classifying health facilities in the emirate according to the new "5 diamond" system, through the Abu Dhabi Health Services Quality Index (Index), which aims to highlight health facilities that provide health care services of exceptional quality to the residents of the emirate.

The "index" enables the classification of health care providers who are distinguished in the quality of health care in the emirate, after completing their first operational year, which strengthens the principle of transparency in the health care system, and is in line with best international practices to measure the quality of performance and enhance the patient experience, as the index is based on the foundations of innovation. Credibility and fairness, in line with Abu Dhabi Vision 2030.

The department clarified that the Moasher program will focus on nine main axes, which include: clinical treatment outputs, legislative control outputs, patient happiness, patient voice, quality assurance certificate, medical staff and employees within the health facility, correct billing, a safe work environment, in addition to Research and innovation.

She confirmed the classification of distinguished health facilities according to the "Al-Masat" system, which was established on the basis of mathematical and statistical principles and equations, which calculate the performance of hospitals from several levels, and classify them into five categories. The classification will be issued annually.

She indicated that distinguished establishments will receive a classification from one diamond to five diamonds, where one diamond symbolizes a good tool, the two diamonds are very good performance, the three diamonds are for excellent performance, the four diamonds are for exceptional performance, and the five diamonds are for outstanding performance.

The Acting Undersecretary of the Department, Dr. Jamal Muhammad Al-Kaabi, confirmed the development of the "Index" program in cooperation with the most prominent international institutions in the quality of health care, such as the United Kingdom's High Commission for Health Care Quality, to stimulate health facilities to positively compete in the quality of health care and improve the patient experience. Emphasis was placed on engaging the public in assessing quality, placing patient safety and needs as the basis for the quality of health services provided.

The Director of the Department of Health Care Quality in the Department, Dr. Asma Ibrahim Al-Mannai, stated that the program is an indicator for the classification of distinguished health facilities in Abu Dhabi in terms of health care quality, and has been developed in accordance with best practices and international standards for measuring quality performance, and enhancing the patient's experience in the emirate's hospitals.

She said: “Through the index, the distinguished facilities will be classified according to the diamond system to enhance transparency and credibility to know the performance of each hospital, and the distinguished medical facilities. The results of the facilities’ evaluation will be presented on the department’s website and made available to reviewers in a way that is easy to access. ”

Al-Mannai added that «the Abu Dhabi index includes six axes that cover the internationally established quality requirements, the first for treatment outcomes, and aims to measure the effectiveness of the treatment provided to the patient, and the outcome of it.

The second is concerned with monitoring the required legislation, and the extent to which health facilities adhere to them to serve the patient with the best international standards.

And the third axis is the patient's happiness, which is one of the most important axes, and measures the patients' experience during the treatment journey, and the extent of their satisfaction with the services provided to them.

And the fourth is the focus of the patient’s voice, in which it is verified that no medical errors have occurred, to ensure patients ’rights and reduce medical errors.

And the fifth axis is to ensure a safe work environment for patients, companions, and medical staff.

And the sixth axis is the happiness of the medical staff, which will benefit the health system as a whole.

She affirmed the department's determination to publish quality data for medical facilities, which contributes to enhancing the principle of transparency and positive competition for excellence in the quality of services, and achieves competition between health facilities in providing high-quality services that are positive for the patient.

Patient experience

The statistics of the Department of Health in Abu Dhabi regarding the patient's experience in health facilities in the emirate showed that the overall rate of patient satisfaction was 86.98%, and patients who reported good contact with nurses reached 87.4%, and 90.5% of patients acknowledged that their doctors communicate well with them, and 86.6% reported. % Of patients had sufficient information about what to do during their recovery at home, and 89.3% of patients said they would definitely recommend a hospital.

The rate of accessibility of health services in Abu Dhabi showed that the average time that patients spend in the emergency department before leaving the hospital is 117 minutes in Abu Dhabi, compared to 172 in the American average, and the average time spent in the emergency department after the doctor's decision to admit him to the internal departments of the hospital and before Leaving the emergency department, it reached 44 minutes in Abu Dhabi, compared to 150 on the American average, and that the percentage of patients who come to the emergency department and suffer symptoms of stroke, and received brain scan results within 45 minutes from the time of arrival to the emergency, is 81.5% in Abu Dhabi, compared to 72% on the American average, and the percentage of patients who left the emergency department without seeing a doctor for them is 1.8% in Abu Dhabi, compared to 2% in the American average.
