According to him, Russia's adherence to international obligations is also confirmed by the history of the application by the Constitutional Court of the right to recognize as unenforceable decisions of international bodies, including the European Court.

As noted by Halperin, in five years, the Constitutional Court used this right in only two cases out of thousands.
