Ministry of Education: The allocation of funds focuses on basic factors and treats non-double first-class universities equally

  The Ministry of Education recently replied to the relevant proposal on "guaranteeing education funding for non-"double first-class" universities". It pointed out that the central government supports the development of various types of universities at all levels through the central university budget appropriation system and support for the reform and development of local universities. At the same time, it focuses on basic factors such as the number of students, school building area, number of schools, and degree of difficulty, and treats “double first-class” universities and non-“double first-class” universities the same in terms of ensuring “heads”, ensuring operations, and guaranteeing funding. It has well supported the continuous improvement of the quality and level of education at all levels and types of schools.

  According to the Ministry of Education, the central government has always attached great importance to improving the overall level of higher education, guiding and supporting local governments to increase investment in higher education and vocational education, and improving investment mechanisms.

While allocating funds, the relevant funds fully considered the situation in the central and western regions, and gave preferential support to weak links and difficult areas, which has better promoted higher education equity.

In 2020, 84% of the funds to support the reform and development of local colleges and universities will be used in the central and western regions.

  Regarding the “strengthening the performance appraisal and dynamic evaluation of'double first-class' universities and disciplines” mentioned in the proposal, the Ministry of Education stated that the Ministry is currently studying and formulating a method for evaluating the effectiveness of “double first-class” construction.

The evaluation method will be guided by Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, implement the fundamental task of Lide’s cultivation of people, adhere to the goal of world-class, focus on core elements such as talent training, innovation capabilities, service contributions and influence, based on serving the country’s strategy Needs, emphasizes Chinese characteristics and quality level, highlights the quality level of talent training and the intensity of reform and innovation, not only pays attention to the performance of input and output benefits, but also evaluates the value-added effects of overall construction and discipline development within the cycle, and constructs a multi-level and multi-dimensional "double First-class" construction evaluation system:

  The first is to adhere to the combination of qualitative and quantitative, and coordinate the evaluation of the university's function, connotation development and characteristic construction.

  The second is to combine effectiveness evaluation and process monitoring to form a "triad" of evaluation, diagnosis and improvement.

  The third is to realize the transformation of the stock evaluation model to a model that combines stock evaluation and incremental evaluation, pay attention to the evaluation of growth indicators, guide the construction of universities and disciplines to focus on long-term development, and coordinate short-term and mid- to long-term construction.

  The fourth is to adopt a multi-subject and multi-stage systematic comprehensive evaluation mechanism that combines university self-evaluation, third-party evaluation and expert evaluation.
