At 8 o'clock on Tuesday morning, September 29 this year, an IT crash occurred that affected Region Skåne's patient records in inpatient care.

The accident meant that doctors and healthcare staff did not have access to the Scanian patients' medical records.

The error lasted for about six hours and was only rectified at 2.30 pm.

According to Robert Engman, unit manager for infrastructure in the IT department, the accident must have included all records within Region Skåne's inpatient care.

Secret incident report

An investigation into the cause of the accident was initiated the same day.

When asked by SVT whether the region had ensured that no unauthorized persons had access to the patients' medical records during the stop, Robert Engman replied in an email: "During the ongoing incident, data traffic was analyzed to ensure that no intrusion occurred."

One month after the accident, SVT is informed that the report is ready but that we are not allowed to take part in it.

Risks threatening "peacetime crisis situations"

Robert Engman refers to the Public Access to Information and Secrecy Act.

The IT department's communication strategist Klas Andersson writes in an email:

"Region Skåne has made the assessment that a disclosure would disclose information regarding peacetime crisis situations, planning and preparation for such situations or handling such situations, and it can be assumed that the public's opportunities to prevent and manage peacetime crises are thwarted if the information is disclosed."

Unclear what it's about

What is the crisis situation that could arise if the report became public, Region Skåne's communication strategist Klas Andersson does not want to go into.

- Experts may deepen the reasoning regarding the confidentiality assessment.

I think it is about the action itself and the incident report rather than the individual incident and how we look at it, says Klas Andersson to SVT by phone.

According to Region Skåne's chief physician Matz Widerström, no patient should have been injured in connection with the IT accident.
