Government reform plans have been largely put on hold by the coronavirus outbreak.

The Prime Minister however receives the social partners, this Monday, to relaunch the debate on the reform of pensions and that of unemployment insurance.

The major projects of Emmanuel Macron's five-year term have been slowed down by the Covid-19 epidemic.

The executive therefore seeks to relaunch its reform projects, in particular those of unemployment insurance and the pension system.

Jean Castex receives this Monday the social partners in Matignon for a point on the calendar.

No less than 17 themes are on the agenda, but the discussions should mainly focus on the response to the health crisis.

The upset agenda

When the appointment was made in July for this new conference, no one imagined such a violent return of the epidemic, forcing the government to put 46 million French people under curfew.

The agenda built at the time risks being turned upside down: if the discussions on new forms of work, the sharing of value or the evolution of social protection should be maintained, it is on the responses to the crisis and the fate of reforms currently in the pipeline that the government is expected.

"There are things that are starting to bear fruit," says the Ministry of Labor, highlighting in particular assistance for the hiring of young people and apprenticeship.

But the atmosphere may become tense when discussing the reforms.

The main question is whether Jean Castex will maintain the entry into force of the new unemployment insurance rules on January 1, when the unions are fiercely opposed.

Regarding the pension reform, the deadline is more distant but the explosive question of financing will very quickly return to the table.
