As part of this, it was found that municipalities and other organizations have certified projects that lead to emission reductions, such as the introduction of renewable energy, and are considering introducing a system that gives preferential treatment in terms of budget and system.



Specifically, after amending the Global Climate Change Countermeasures Promotion Law so that municipalities can create a project implementation plan to promote "decarbonization" of the region, it is certified as conforming to that plan. It is envisioned that these projects will be easier to receive subsidies from the government and that the necessary licensing procedures will be simplified.



The Ministry of the Environment will soon set up a study group of experts to start studying specific details, and plans to submit the revised bill to the ordinary session of the Diet next year.
