China News Service reporter Zhang Kaixin Sun Hengye Zhao Qiang

"The first phase platform of Wuhu Smart Yangtze River Management System is the first online Yangtze River information supervision platform along the Yangtze River in the province. It is of great significance for us to realize the smart supervision of the Yangtze River and to protect the clear shores of the Yangtze River." He Xin said in an interview with reporters a few days ago.

On the 24th, the "2020 Fingertip City" network theme event Anhui station event was held. The interview team went to the Smart City Collaborative Innovation Center of Wuhu City (the "Urban Brain") to experience the Yangtze River governance empowered by the "Urban Brain" in Wuhu.

According to reports, in order to solve the problems of data chimneys, information islands, and incoordination during the construction of smart cities, Wuhu City has built a smart city collaborative innovation center based on big data and artificial intelligence technology.

The total investment of the project is about 120 million yuan, about 90 million yuan has been completed, and the construction area is 5535 square meters. The project will start trial operation in early 2019.

In the digital ecology exhibition area of "Urban Brain" in Wuhu City, He Xin and her colleagues are demonstrating the results of the construction of the Wuhu City Smart Yangtze River Management System to reporters.

As an important part of Wuhu's "urban brain", the system has transformed from a traditional management model to a model of "data-driven supervision and wisdom empowers Yangtze River governance".

Taking the management of illegal sand stations as an example, the reporter saw from the system’s touch one machine that through the comparison of layers of satellite remote sensing images in multiple phases, the management and supervision of illegal sand stations can be intuitively reflected.

The staff selected the Wanli part of the shore section of the Jiujiang District 1km along the river in Wuhu. It can be clearly seen in the 2016 and 2017 layers that this section of the shoreline was illegally occupied as a temporary sand station. The yellow circle on the river beach is Illegal sand piled up. The illegal sand station was completely dismantled from June to December 2017. The illegal sand station was completely demolished. The layer will be visible until 2018, and the part of the river beach has disappeared; the layer will be visible in 2019 and 2020. The section of the shoreline has been completely restored to greenery.

It is understood that in order to consolidate the results of the Yangtze River coastline renovation, in accordance with the Anhui Provincial Party Committee and the Provincial Government’s "Implementation Opinions on Comprehensively Building a Clear Waterfront Green Industry and a Beautiful Yangtze River (Anhui) Economic Belt" Based on regional basic geographic information such as image maps, the establishment of a geographic and related economic data information system including projects, enterprises, parks, shorelines, wetlands, green spaces, etc., is required. The Wuhu Municipal Party Committee and the municipal government plan to establish a smart Yangtze River management system.

At present, the part of the Smart Yangtze River that has been launched is the first-stage monitoring platform for clear waters and banks. The platform uses high-resolution remote sensing images as the base map, and follows the seven major actions of prohibiting new construction, reducing stocks, and shutting down pollution sources through satellite remote sensing image comparison over the years. Reflecting the results of clear water and green shores in the Wuhu section of the Yangtze River, and at the same time supervising the relocation of enterprises (parks) on the shoreline of the Wuhu section of the Yangtze River, reforestation, wetland protection, and water source protection, especially the Wuhu section of the Yangtze The area is regarded as a key supervision area.

He Xin told reporters that the first phase of the Smart Yangtze River platform focuses on basic data collection and information display.

"On the basis of the first phase of the platform, we will develop the second phase, which will increase the functionality, command and combat capabilities of the platform scheduling, and integrate the Yangtze River’s maritime affairs, water affairs, transportation, agriculture, environmental protection, etc. Basic resources, establish a smart Yangtze River (Wuhu) integrated management platform involving the unified coordination of the Yangtze River, and realize smart supervision of the Wuhu section of the Yangtze River Basin.

At present, the second phase of the platform hardware part has completed the bidding, a total of 26 points and 40 monitoring probes, which can achieve full coverage of the Wuhu Yangtze River full video surveillance.

In the later stage, artificial intelligence algorithms will be used to analyze and early warning in real time, and achieve precise and effective attacks on illegal fishing, illegal sand mining, and illegal dumping of garbage.
