  The plan puts forward the overall goal for the prevention and control of "overweight and obesity", that is, taking the annual average increase in overweight and obesity rates from 2002 to 2017 as the baseline. At the same time, a series of key tasks have been proposed to strengthen the responsibilities of families, schools, medical and health institutions, and the government.
