This is how Pedro Sánchez saw the Spain of the coming weeks and months.

The President of the Government unloaded, to this day, decision-making in the communities and refused to decree the state of national alarm.

He asked to act with unity, in a message addressed to the PP, to Pablo Casado.

The state of alarm will only be possible if the popular support it in Congress.

While the communities ask the Government for a legal and common umbrella to undertake restrictions on fundamental rights such as night mobility in their regions, Sánchez is determined only to take the step of decreeing a new state of alarm if it goes hand in hand with the PP.

The Executive, which now does not have the necessary support closed, does not want to repeat the situation experienced in the first wave, when Pablo Casado's formation fell off the hook and the coalition suffered in each vote to extend this exceptional situation.

There were several locations for Sánchez to the rest of the parties to close ranks with the Executive.

«The situation is serious.

And among all of us, we must act with determination, with the maximum social discipline and the necessary and essential unity.

In the Government they know and admit that the "optimal legal instrument to enact generalized night restrictions is the state of alarm", as recognized by the Minister of Health, Salvador Illa.

Madrid, the Valencian Community, Castilla y León, Murcia or Andalusia have already announced that in the next few hours they will impose a curfew, but all subject to what the legal authorities dictate, which have not always ratified the measures.

An uncertainty that generates confusion not only in the different administrations, but, above all, in the citizens.

But at the same time, Sánchez temporizes, avoids taking control of the management if Pablo Casado does not make a move and reaches a pact with the Government.

"We have to all agree, it is very important to all go together, because that way we can ensure that these measures are implemented for the necessary time," Illa said yesterday after meeting with Alfonso Fernández Mañueco, president of Castilla y León.

An example of this was what happened a few weeks ago with Madrid.

The central executive imposed a state of alarm in the community chaired by Isabel Díaz Ayuso without modifying the measures previously imposed by the community, only to give them legal protection.

«The decision on the measures to be adopted and the moment of their adoption will be made by the autonomous communities and will be made known to the Ministry of Health before their implementation.

That is what we are seeing throughout our country today, ”was Sánchez's message.

Only hours after it, the Basque Country, Catalonia, La Rioja, Asturias or Extremadura -the latter two chaired by the PSOE and without being in an extreme situation- announced that they are asking for the state of alarm.

In Moncloa they know that what the PP leadership thinks is not nor does it have to be the same as their regional presidents think.

For this reason, they invite Casado to join.

"We are ready to adopt each and every one of the measures that are necessary."

And it is that Sánchez did not walk with squeamishness.

His epidemiological photograph shows dark clouds.

In the new document that Health approved on Thursday with the communities, eight main indicators and four risk levels are stipulated, divided into two blocks.

The level of greatest risk, or extreme situation, is defined when a 14-day cumulative incidence is considered greater than 250 cases per 100,000 inhabitants in 14 days.

Spain, currently, has an incidence of 361.6 cases per 100,000 inhabitants, according to Health data this Friday.

And the director of the Center for the Coordination of Health Alerts and Emergencies (CCAES), Fernando Simón, was very clear in pointing out that "at a general level" the situation "worsens."

However, the position defended by Sánchez is to place the state of alarm as the last option, not contemplating it now, or at least not until he knows if he has the support of the PP.

“The situation is not comparable to that of March 14, when we saw each other, let us all remember, forced to order a general home confinement.

And what we want to avoid is precisely reaching that point due to the consequences that this measure has on social life and the economic impact.

Thus, the measures to which, for the moment, Sánchez appeals are "social discipline."

"We need the maximum collaboration, conscience and citizen discipline," was his appeal.

"Our goal is to reduce infections because by reducing infections we are saving the lives of many people, and in this way saving jobs and we are saving companies, and we are consolidating the recovery of our economy."
