The results "of the investigations conducted so far" have ascertained that Francesco Locati and Roberto Cosentina, the first general manager and the second now former health director of Asst Bergamo Est, would have declared the false "in public documents" when, in the case of the anomalous closure and reopening on 23 February in a few hours of the emergency room of the hospital in Alzano Lombardo, they wrote that "all the measures provided" had been adopted, because in reality the "sanitation of the PS and the wards of the Presidium" was "incomplete".

The Bergamo Public Prosecutor writes this in the decree with which the Gdf yesterday made acquisitions in the maxi investigation in three strands, one on the hospital and those on the missing red zone in Alzano and Nembro and on the deaths in the RSA.

In the first aid tranche, the former dg of Lombard Welfare Luigi Cajazzo, the then deputy Marco Salmoiraghi, the manager Aida Andreassi, as well as Locati and Cosentina, the latter two also for false ideology, are investigated for culpable epidemic.

The five are accused of causing "a culpable epidemic, increasing and aggravating the spread of the coronavirus infection, with particular reference to the management methods" of the emergency in the "hospital of Alzano" and the "spread of morbidity in the territory" .

With the "aggravating circumstance of the death of several people" and with the crime disputed from February 23 "and indicatively until March 8".

As stated in the decree signed by the prosecutor Antonio Chiapani, the adjunct Rota and the prosecutors of the pool, Cosentina in a note dated February 28 "addressed to Ats Bergamo" attested that from February 23, "as soon as he had the suspicion and subsequent certainty of the positivity to the swab "of some patients, the planned measures were" immediately adopted "in the hospital," a circumstance found to be false ".

Locati, then, in the "reports" of 8 and 10 April - drawn up at the request of Cajazzo and also sent to the councilor Giulio Gallera - allegedly lied, writing that in the few hours in which the emergency room was closed "sanitation was carried out ".

And also when he wrote that, already after the "first two reports" of positives, "swabs were given to all patients" and "to all staff present".

False, for prosecutors, also his attestation on the "separate access path for suspected Covid patients".

Meanwhile, on the evening of February 22, as stated in an email addressed to the various managing directors of the healthcare companies, including Asst Bergamo Est, the then DG Welfare Cajazzo had recommended that "for the sanitation of the environments where a positive patient stayed "it was" necessary to refer to the Circular of the Ministry of Health n.1997 ".

The well-known virologist Massimo Galli was also heard as witnesses in the investigations and other experts will be summoned.

And chats, emails and communications were also acquired from Gallera and the president of the ISS and member of the Technical Scientific Committee Silvio Brusaferro (not investigated).

We want to reconstruct "interlocutions" and "decision-making chain", between February 21 and June 30 and on a wide-ranging basis.

Among the points also the "determinations and evaluations regarding the local containment of the epidemic" and the "possible establishment of 'red zones'".
