According to him, Azerbaijan does not agree to anything except the surrender of Karabakh.

He appealed to mayors, heads of other state structures and local self-government bodies with an instruction to form volunteer detachments under the general leadership of the Chief of the General Staff of the Armed Forces of Armenia.
In addition, Pashinyan called on all businessmen and students from Karabakh to immediately return to Stepanakert, join the ranks of volunteers and act under the command of the General Staff.
Earlier, Pashinyan said that the situation with Karabakh at this stage does not have a diplomatic solution.
President of Azerbaijan Ilham Aliyev noted that a ceasefire in Karabakh and normalization of relations with Armenia are possible after the complete withdrawal of Armenian forces from the region.
