• Confinement. Phase 3: what can be done in the third phase of de-escalation in Spain

The Government of Aragon announced this Wednesday the perimeter confinement of the cities of Zaragoza, Huesca and Teruel.

Likewise, the entire community will go next week to alert phase 3, the most severe, as the number of infections continues to increase with almost 900 notified this Wednesday.

It has been the president of the regional Executive, the socialist Javier Lambán, who has communicated it in an appearance before the media after an extraordinary Government Council to analyze the situation of the pandemic in this community.

The measure will take effect this Thursday and next week the Community will go to phase 3 of alert.

At the beginning of his speech, Lambán indicated that "we had a terrifying summer. Only two communities: Aragon and Catalonia had a pressing summer."

And he added that now practically all over Europe and all of Spain.

The increase in infections in Aragon does not stop and the numbers of positives continue to increase.

With more than 900 cases this Wednesday, Aragon once again sets a record for infections of the entire coronavirus pandemic.

The press conference of the President of the Aragonese Government and the Minister of Health, Sira Repollés, took place after an Extraordinary Government Council, convened to take new measures and restrictions after learning about the increase in cases in Aragon that this Tuesday reached 740 positive with a great contagion in the three provincial capitals, Zaragoza, Huesca and Teruel.

Confinements

In the case of perimeter confinements, the decree law, approved this Monday, establishes three groups of municipalities - greater than 100,000 inhabitants;

between 10,000 and 100,000 inhabitants;

and the rest - and a series of indicators for each of them.

It will be a common parameter for all of them to have a cumulative incidence of cases diagnosed in the last fourteen days greater than 500 per 100,000 inhabitants.

In the case of Zaragoza, two other quantitative measures are also established: a positivity rate in diagnostic tests for acute infection greater than 10%; and an occupation of ICU beds by Covid-19 cases greater than 35%.

In the rest of the cases, the characteristics of trend, rapid growth, population density and mobility, as well as the epidemiological characteristics of the grouping of cases, must be taken into account.

Alert level 3

At alert level 3, capacity is reduced to 25%, except in food outlets, which remain the same.

The hotel and catering establishments must close at 10:00 p.m., with the exception of home delivery services, and it may only be consumed on the terrace and at the table, with a maximum capacity of 50%.

As for burials and wakes, 15 people will be allowed in open spaces and 10 in closed spaces.

Weddings and other celebrations will have the same limit, with the limitation of six people per table.

Non-professional sporting events are suspended, youth leisure centers are closed and congresses must be held in a remote manner.
