“I decided not to initiate criminal proceedings against anyone, the non-conformities identified having ceased.

The procedure will therefore be closed due to the regularization of offenses, ”said the prosecutor of the Republic of Périgueux, Solène Belaouar, in a statement.

"Injured but conscious animals"

The organization L214 had released on February 20 a video, shot in November-December 2019 in the slaughterhouse, located in Boulazac, revealing according to it "multiple offenses".

She denounced, among other things, "dizziness carried out in violation of the regulations", with the head of the calves not completely immobilized, therefore "ill-adjusted shots", injured but conscious animals, and "controls of unconsciousness and almost non-existent calves insensitivity ”.

The slaughterhouse, which employs 450 employees and slaughters around 3,400 calves per week, had its approval temporarily suspended eight days later by the Ministry of Agriculture, pending "corrective measures" before being authorized to reopen, subject to conditions. .

The prefecture had conditioned the resumption of activity in particular to the "revision" of the slaughtering procedures, to the training of staff "to respect these new operating methods" and to the "reliability of the level of internal monitoring".

"Compliance of practices"

On March 4, the prefect of the Dordogne had partially lifted the suspension of approval, thus authorizing Sobeval to resume its conventional slaughtering activity (70% of its activity), subject in particular to "enhanced supervision" by a veterinarian. newly recruited.

At the same time, as part of the judicial inquiry, the Perigueux prosecutor's office at the end of its investigations requested the opinion of the prefectural services "in particular to verify the compliance of practices" within the slaughterhouse.

It emerges from the report received from the Departmental Directorate of Social Cohesion and Protection of the Populations (prefecture) "that the two slaughter processes of SAS Sobeval (conventional and ritual) have been fully brought into compliance with the regulations in force. relating to animal protection ”, concludes the magistrate.
