sets new records, in the tragic toll of the coronavirus pandemic. Never had he recorded so many daily infections, with 21,330, and with 241 he touched a death rate that did not reach June 5. While the 3-level alert system has come into force in the country based on the spread of the disease, with consequent various restrictions, Prime Minister Boris Johnson has also imposed the third and highest level on the Greater Manchester area, a city of about 2 , 8 million residents.

Johnson's decision came after talks with local authorities failed, primarily with Labor Mayor Andy Burnham, who was immediately nicknamed 'The King of the North'. The tenant of Donwning Street, after the deadline set for reaching an agreement passed, said he was "sorry" but had decided to act anyway, given the seriousness of the health situation. Burnham asked for £ 75 million in funds to support the city, but London refused and the premier then promised 22.

The premier explained that ministers took 10 days to try to reach an agreement with the mayor of Greater Manchester, Andy. Burnham and that the government made a "generous offer" of financial support. "Unfortunately, the mayor did not accept it and given the public health situation I must now proceed with moving Greater Manchester to a very high alert level," Johnson said during a press conference.

The tension looks set to continue. The mayor of Manchester called the government's move "brutal", thundering: "This is not the way to handle a national crisis." Boris Johnson also motivated the decision with the desire to avoid a national lockdown, stressing, however, not to exclude it.

France: soaring deaths

In France, another 20,468 coronavirus cases have been recorded in the last 24 hours and 262 deaths (162 in hospitals and another 100 in nursing homes and institutions for the disabled, although in the latter case these are figures accumulated in the last 4 days). The overall death toll thus rises to 33,885 deaths and 930,745 infections, according to the Ministry of Health. Currently 12,458 patients are hospitalized (2,177 in resuscitation) and 1,944 have been hospitalized in the last 24 hours.

WHO Warning

From the director for emergencies of the World Health Organization, Michael Ryan, a new warning has meanwhile arrived in Europe: the new rapid spread of the virus depends "to a large extent" on the inadequate application of the quarantine measure, with which isolate the contacts of positive people. According to Ryan, about half of the agency's 48 European countries have seen an increase of about 50% in cases in the past week.

A situation that is reflected almost everywhere. The

Belgian

, who days ago had predicted would be overwhelmed by "a" Covid-19 tsunami, it has an infection rate among the highest in Europe and will have to cut all unnecessary hospital operations, to make way for those affected by the respiratory disease. Since Monday, only those with symptoms are being tested, hospitalizations are half the peak days of the first wave in April and ICU admissions are increasing. Bars and restaurants are closed, but doubts about the effectiveness of the measures are growing. A total of 2,774 Covid-19 patients are currently hospitalized, of which 446 are in intensive care. The average number of daily infections, calculated between 10 and 16 October, continues to increase and stands at 8,422 (+ 69%).

In

Berlin

, where the contagion rate is double the national average, the authorities have imposed the obligation to wear masks even in open and crowded places, such as markets and some commercial streets. Mayor Michael Müller has appealed to the inhabitants to respect the rules in order to avoid a lockdown. The rural district of Berchtesgadener Land in Bavaria was the first German area to return to lockdown.

"Difficult weeks are coming, the second wave of coronavirus is not a threat, it is a reality throughout Europe": said the Minister of Health of

Spain

, Salvador Illa, opening the door to the hypothesis of a new state of emergency at the national. The regional government of Madrid would in fact intend to request a curfew similar to those already in force in some European countries, an initiative which however cannot be adopted by the individual autonomous communities but requires the adoption of a state of emergency by the national government. In the last 24 hours in Spain, 13,873 Covid-19 infections have been recorded. There were 218 deaths, bringing the total toll to 34,210.

Record increase in covid cases also in the

Netherlands

. In the last 24 hours, 8,182 new cases have been registered. Holland is one of the European countries most affected by this second wave of epidemic. A partial lockdown went into effect on the 13th, with measures such as closing all restaurants.

Meanwhile, records have also been recorded in other areas of the world. As in

Russia

, with 16,319 infections of which 5 thousand in Moscow, bringing the total to 1.4 million. There were 269 deaths, which pushed the overall figure to over 24,600. Worldwide, there are 40.5 million confirmed infections, while the deaths are more than 1.120 thousand.
