His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, First Deputy Chairman of the Executive Council and Chairman of the Supreme Committee for the Development of the Government Sector in the Emirate of Dubai, affirmed that the Dubai government is inspired by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Chairman of the Council Ministers and Ruler of Dubai, including the name of the Emirate of Dubai associated with leadership as a unique development model in the field of government work by elevating it to pioneering levels, and in a way that contributes to supporting the development process of the emirate.

It requires making a qualitative leap in the work of the government apparatus based on its pivotal role as a catalyst and supporter of other sectors, and we have a great responsibility to enhance the distinguished position that Dubai has reached within the various sectors.

His Highness added: “Dubai is at the forefront of many indicators of competitiveness in many areas, which puts us in front of a great responsibility to maintain our leadership, develop our government sector in a comprehensive manner and enhance our readiness for the future with rational, effective and efficient governance of the government apparatus. This came during His Highness presiding over the first meeting of the Higher Committee for the Development of the Governmental Sector in the Emirate of Dubai, in the presence of His Highness Sheikh Ahmed bin Saeed Al Maktoum, Second Deputy Chairman of the Executive Council and Vice Chairman of the Committee, Secretary General of the Executive Council Abdullah Al-Basti, and Director General of the Finance Department of the Government of Dubai Abdul Rahman Saleh Al Saleh, Director General of Dubai Government's Human Resources Department, Abdullah Ali bin Zayed Al Falasi, and Secretary General of the Supreme Committee for Legislation in the Emirate of Dubai Ahmed bin Mashar Al Muhairi.

During the meeting, His Highness was briefed on the work plan of the government sector development project developed by the General Secretariat of the Executive Council in coordination with the member authorities of the committee, as the plan aims to bring about a radical transformation in the government apparatus in its strategic sectors and push it towards excellence and leadership and achieve an agile structure capable of dealing with the needs of the individual and society. And achieve the desired goals.

The proposed plan relies on transforming the concept of government work, so that the government moves from its role as a service provider and operator to an enabler, catalyst and supporter of strategic sectors by providing the necessary regulatory and legislative frameworks, and opening the way for the private sector and civil society to play a complementary role to the role of the government, as the plan seeks to feature the government apparatus. With flexibility and anticipating the future, it draws its policies and services from the needs of the individual and the integrated society, and is based on the principle of "made for me" in providing government service, and encourages innovation and deliberate risk, and adopting solutions based on technology and data, while designing a tight and transparent governance framework based on performance, accountability and creating impact Positive and adaptation to keep pace with changes, speed and efficiency in managing and redistributing resources, and diversity in forms and alternatives of financing.
