Zarif said, “This is an important day for the international community. The international community ignored the malicious efforts of the United States and protected the UN Security Council Resolution 2231 and the Comprehensive Agreement. Starting today (18th), Iran and other countries around the world China’s defense cooperation will be normalized. This is a victory for the cause of multilateralism and a victory for peace and security.”

At the same time, Iranian Parliament Speaker Khalibaf stated in an open meeting of the Iranian Parliament that lifting the arms embargo on Iran is a major failure for the US government and the US president.

He said that although the United States tried every means to get the United Nations to activate the "quick restoration of sanctions" mechanism and extend the arms embargo on Iraq, it did not achieve any success.

Khalibaf also stated that it is necessary for Iran to “implement major steps” to respond appropriately to the continuous pressure from the United States and pave the way for the normalization of arms transactions.

The UN’s arms embargo on Iran can be traced back to Resolution 1747 adopted by the UN Security Council in March 2007.

The resolution prohibits Iran’s export of weapons, and calls on all countries to be vigilant and restrained in exporting heavy weapons to Iran.

In July 2015, Iran and the six countries on the Iranian nuclear issue (the United States, Britain, France, Russia, China, and Germany) reached a comprehensive agreement on the Iranian nuclear issue.

The agreement and the subsequent resolution 2231 adopted by the Security Council both stated that the United Nations will maintain the arms embargo on Iran until five years after the Iran nuclear agreement officially enters into force, that is, October 18, 2020.

Recently, the United States proposed in the Security Council a draft resolution to extend the arms embargo on Iran and tried to activate the "quick restoration of sanctions" mechanism of the Iran nuclear agreement to prevent the lifting of the arms embargo on Iran with all its strength, but all ended in failure.
