In Russia, on October 18, an order of the Ministry of Labor came into force, according to which pensioners who decided to change the bank through which they receive a pension can leave the date of its accrual unchanged.

Thanks to the innovation, the payment term will not depend on the bank making the transfer.

"To amend the rules for the payment of pensions, control over their payment ... change, adding paragraph 115 with the words" (with the preservation, at his request, of the delivery date when moving from one credit institution to another) ", - said in a document published on the official Internet -the portal of legal information.

Elena Bibikova, Deputy Chairperson of the Federation Council Committee on Social Policy, in a conversation with Parlamentskaya Gazeta, explained that earlier changing the bank could result in a change in the date of receipt of the pension payment, which caused inconvenience.

“Pensioners are getting used to the date that was set for them when assigning a pension.

However, earlier, when they expressed a desire to move from bank to bank, the date could have shifted quite noticeably: in one credit institution, a pensioner could receive a pension, for example, on the 9th, and in another, on the 23rd, "she explained. ...

Now the date of receipt of money will not depend on the bank, but on the conditions established by agreement with the pensioner.

According to the current legislation, Russian pensioners can choose exactly how they want to receive their pension.

So, you can arrange the delivery of charges through the "Russian Post".

In this case, the pension is either brought to the citizen's home by the postman, or the pensioner can independently receive it at the place of residence.

You can also receive pension charges through the bank, both directly at the cash desk of the organization, and on a bank card.

The pension is credited to the account on the day the funds are received from the territorial body of the Pension Fund.

In case of a change in the method of receiving money, the citizen must notify the Pension Fund of this in writing, either by submitting an application to the territorial body of the Pension Fund of Russia or the MFC, or through a personal account on the portal of public services.

Payments of pensions to the Mir card

In Russia, from October 1, amendments to the law "On the National Payment System" were to come into force, according to which pensions and a number of social benefits would be transferred only to cards of the "Mir" payment system.

However, later, the Central Bank postponed the date for the transition to mandatory crediting of pensions to Mir cards to December 31, 2020.

“There is also a part of pensioners who, for some reason, did not receive such cards, so we decided to extend this period until the end of this year, that is, until December 31,” said Alla Bakina, director of the Central Bank's National Payment System Department.

When the innovation comes into force, in order to receive charges, Russians using cards of other payment systems for these purposes will need to transfer payments to Mir cards.

After replacing the card, you need to inform the FIU of the new account details.

The changes will not affect those pensioners to whom payments are credited to the deposit account or delivered in cash to the post office or home, as well as to pensioners permanently residing outside of Russia.

The National Payment Card System reported that some banks help clients prepare an application for the delivery of a pension and send it to the Pension Fund on their own, however, the availability of such a service must be clarified directly with the bank that issued the card.

They also recalled that the need to switch to Mir cards applies not only to pensioners, but also to recipients of a number of social benefits, such as lump-sum benefits for pregnancy and childbirth, charges for registration in early pregnancy, at the birth of a child, as well as monthly payments - for childcare, for children aged three to seven years, for the third child and a number of others.

Recall that the law on amending the Federal Law "On the National Payment System" was signed in 2017 by Russian President Vladimir Putin.

According to the document, by July 1, 2018, the transfer of all public sector employees, civil servants and students to the Mir card should have been completed.

The replacement of cards for pensioners receiving transfers to other bank cards was carried out gradually and was supposed to be completed by July 1, 2020, however, due to the coronavirus pandemic, the deadline for transferring pensioners to Mir cards was extended.
