The Naka region is located in southwestern Azerbaijan, and its residents are mostly Armenians.

After the disintegration of the Soviet Union, war broke out in Azerbaijan and Armenia over the ownership of the Naka region.

In 1994, the two sides reached an agreement on a comprehensive ceasefire, but the two countries have been in a state of hostility over the Naqqa issue, and armed conflicts have occurred from time to time.

On September 27, 2020, a new round of conflict broke out between the two countries in the Naqqa region. Both sides accused each other of violating the ceasefire agreement to launch a military offensive.

The intense conflict has caused hundreds of deaths.

At 12 o'clock on October 10, local time, the ceasefire agreement between Armenia and Azerbaijan came into effect.

However, a few minutes later, the artillery shells of both sides fired into each other's territory again.

Conflict, ceasefire, conflict again, ceasefire again.

After the fighting lasted for nearly three weeks, the Armenian Ministry of Foreign Affairs stated that the country and Azerbaijan have agreed to start a ceasefire in the Naka region from 0:00 local time on October 18th.

The statement pointed out that the ceasefire decision is based on the October 1st OSCE Minsk Group Co-Chairman's Presidential Statement of France, Russia, and the United States, October 5th OSCE Minsk Group Co-Chairman's Statement and October 10th Moscow Statement Made.

The Ministry of Foreign Affairs of Azerbaijan also confirmed this.

The press service of the Ministry of Foreign Affairs of the country stated: "Azerbaijan and Armenia have agreed to announce a temporary humanitarian ceasefire from 0:00 local time on October 18th."

On September 29, local time, in a group of front-line photos released by the Armenian Ministry of Defense, soldiers were firing artillery shells.

Earlier, the Russian Ministry of Foreign Affairs announced that Russian Foreign Minister Lavrov had a phone conversation with Azerbaijani Foreign Minister Bairamov and Armenian Foreign Minister Mnachakanyan to discuss the situation in the Naka conflict zone.

The announcement stated: "During the conversation, it was emphasized that the foreign ministers of Russia, Azerbaijan, and Armenia must strictly abide by the terms of the Moscow Declaration on October 10, which stipulated a ceasefire for humanitarian purposes. Under the mediation of the co-chairs of the Skeleton Group, the importance of starting a substantive negotiation agreement for the realization of peaceful mediation as soon as possible in accordance with the basic principles."

Lavrov also emphasized the practical significance of the joint statement issued on October 1 by the presidents of Russia, the United States, and France on the situation in Naqqa.

French President Macron subsequently stated that the two sides must "unconditionally and strictly abide by" the ceasefire agreement.

On October 15, local time, the conflict between Armenia and Azerbaijan continued in the Naka region. A hospital in the Martakert region was destroyed in the fighting.

After announcing the second ceasefire, the Armenian Ministry of Foreign Affairs stated that the ceasefire agreement in the Naka region that has been implemented since midnight on October 18 has implemented the contents of the Moscow statement by the foreign ministers of Armenia, Russia and Azerbaijan.

Asian Foreign Ministry spokesperson Anna Nagdalyan said on social media: "We highly appreciate the efforts of the co-chairs of the OSCE Minsk Group and the direct involvement of the French President in reaching a humanitarian ceasefire agreement on October 17. We believe that this agreement implements the joint statement issued in Moscow, which stipulates that a ceasefire verification mechanism must be established."

However, according to the latest report from the Russian Satellite Network, Armenian Defense Ministry spokesperson Shushan Stepanyan stated that Azerbaijan violated the ceasefire agreement in the Naka region in the early hours of the 18th.

She pointed out: "Once again, Azerbaijan violated the humanitarian ceasefire agreement by carrying out shelling from 0:04 to 2:45 in the north and missile attacks from 2:20 to 2:45 in the south."

A ceasefire agreement seems to be difficult to exchange for peace in the South Caucasus.

Earlier, some analysts said that under the mediation of Russia, the situation in Asia and Afghanistan will not easily get out of control, and it is unlikely that the war in Naqa will continue to escalate.

But resolving the problems of both parties is not a short-term foreseeable prospect.
