  Shanghai began investigating the reform of online writers' titles in early 2017 and preparing for policy approval.

The review and promotion team found many problems through research: the vast majority of online writers are freelancers, and the function of title as the basis for post employment is basically not useful. As the function of residence permit points, there may also be problems due to lack of work. It cannot be used as a basis for points; online literature focuses on storytelling, and literary and artistic quality may be relatively weak, with great social influence and low professional recognition, and it is difficult to judge by traditional literary standards.

  Other difficulties are: Internet literature works are often huge in length, with millions of words at every turn; Internet literature research started late, and there are not many experts specializing in Internet literature research. It is difficult to find suitable and sufficient Internet literature title expert judges. ; Traditional writers have prejudice against online writers, and their recognition is not high.

  After several in-depth and meticulous exchanges of opinions, the promotion team finally believed that the review of online literature titles should take the path of socialized individual review.
