The school did not fully refund the fees. Supplementary tuition fees are again charged to students in name, which brings additional burdens to student families.

"How can you afford to always pay!"

  “It’s unreasonable for day students to also charge accommodation fees.” A few days ago, Ms. Zhou from Hunan reported through the State Council’s “Internet + Supervision” platform that the No. 1 Middle School in Huarong County, Hunan Province frequently charged students with campus app usage fees, supplementary tuition fees, etc. The fees range from more than one hundred yuan to several hundred yuan. Everyone does not want to pay, but they have to pay.

  During the unannounced visit, the inspection team learned from Ms. Zhou that among the various fees charged by the school, the amount of supplementary tuition is larger and the number of times is more, and the parents of students have the strongest feedback.

Taking the current third grade as an example, in the second semester of 2019 and the first semester of 2020, each student will be charged a supplementary tuition fee of 950 yuan and 980 yuan respectively. In the summer of 2020 due to the epidemic, a supplementary tuition fee of 670 yuan will be charged.

  The inspection team further checked and found that in May this year, Mr. Song from Hunan once reported the issue of Huarong County No. 1 Middle School charging students for supplementary tuition through the "Internet + Inspection" platform of the State Council.

At that time, the Hunan Provincial Government, after receiving the clues from the inspection office of the State Affairs Office, instructed the Huarong County Government to investigate and verify the issues reported by the people through the Yueyang City Government, and then confirmed that the issues reported by the people were true.

  Since then, the local government said, “In response to the problems discovered by the supervision, the Huarong County No. 1 Middle School immediately stopped charging illegal fees, and stopped collecting the morning and evening self-study tuition fees that had been arranged, and immediately organized the clearing of them.”

  "I said it was a refund, but the school didn't refund a penny." The supervision team contacted Mr. Song a few days ago and learned that the supplementary tuition fees previously collected have not yet been refunded. "I work in a different area. How can I always pay the fees! "

  Is the situation reported by the masses true? Has the supervision and rectification of Huarong County No. 1 Middle School been implemented?

With clues to the problem, the inspection team came to Huarong County No. 1 Middle School for an unannounced visit.

  After investigation, the school implements closed management for all members of the school. Some senior third-year students and students living around the school can go to school. The school starts at 6 am and ends at 22:00. In addition to self-study in the morning and evening, supplementary lessons are arranged on weekends and holidays.

According to the charging standards determined by the local development and reform department, the tuition fee per student per semester is 1,000 yuan. A teacher of the school disclosed that students need to pay various fees between 3,000 yuan and 4,000 yuan per semester.

  Subsequently, the inspection team came to Huarong County No. 1 Middle School to conduct an inspection.

The principal of the school, Liu Fengliang, stated that the situation reported by relevant parties is true. Since the next semester of 2019, the school has charged a total of 1,900 yuan for each student in high school and 2,600 yuan for each student in high school.

  Liu Fengliang said that the education department did not require high schools to have evening and weekend make-up classes, but due to pressure from further studies, make-up classes have become the norm.

The workload of teachers has doubled due to supplementary lessons, but the financial performance pay has not increased. In order to pay teachers for supplementary lessons, the school thought of charging supplementary lessons in the name of "after-school service fees."

  The inspection team learned that the service charges of primary and secondary schools refer to the fees charged by schools for providing services voluntarily selected by students or their parents in addition to normal teaching tasks.

The educational and teaching activities and the matters within the scope of teaching management arranged in accordance with the national and regional curriculum reform requirements in primary and secondary schools shall not be included in service charges and agency charges.

  Liu Fengliang introduced to the inspection team that in order to evade responsibility, the school notified the parent committee of each grade of the supplementary tuition fee and the amount, and the parent committee would collect it at a price of about 2 yuan per class per student.

Since the next semester of 2019, a total of more than 3.9 million yuan has been charged for supplementary tuition for current students in the second and third grades.

These supplementary tuition fees are not included in the centralized financial management of the unit, and are used by each grade group on their own.

  "Not all supplementary tuition fees received are given to teachers." According to a breakdown of supplementary tuition fees provided to the inspection team by relevant school personnel, in the first semester of 2020, the grade collected 857,000 yuan of supplementary tuition fees. In addition to paying overtime subsidies, teachers also paid 100,000 yuan in management fees to the school.

In addition, there are more than 20,000 yuan in public and living expenses such as faculty and staff weddings, funerals, wedding gifts, activities and competitions, and grade office supplies.

"I thought the above would not be too pursued"

After a detailed investigation and verification of clues related to the school's collection of supplementary tuition fees, the members of the supervision team asked the members of the leadership team of Huarong County No. 1 Middle School.

Liu Fengliang said that the supplementary tuition fee has been issued, and the teachers did work hard, and there are practical difficulties in requesting the refund of the supplementary tuition fee. In addition, after the epidemic this year, we will encounter floods again. , College entrance examination, complicated affairs, gradually forgot the supervision and rectification work.

  "As the secretary of the county party committee, there is still a lack of follow-up supervision." Tao Weijun, secretary of the Huarong county party committee, said that the county party committee and county government have a clear attitude regarding the collection of supplementary tuition fees for Huarong County No. 1 Middle School, that is, schools must immediately refund the supplementary tuition fees. The responsible person must be dealt with in accordance with laws and regulations.

  The reporter learned that after the inspection team conducted an unannounced visit, the Yueyang Municipal Party Committee and the Municipal Government instructed Huarong County No. 1 Middle School to immediately organize a special person to record and refund the supplementary fees collected since 2019.

All the students in the school were cleared and retired on the morning of October 15th, and other school-leavers took appropriate measures to clear them one by one.

At the same time, a task force was established by the Yueyang Municipal Commission for Discipline Inspection and Supervision to investigate the relevant persons responsible for charging and rectification.
