First observation: Where are the special economic zones in the new era?

On October 14, General Secretary Xi Jinping attended the 40th anniversary celebration of the establishment of the Shenzhen Special Economic Zone and delivered an important speech.

From the speech, we can clearly see a space-time coordinate——

"The world has entered a period of turbulent change" + "Our country is in a critical period of realizing the great rejuvenation of the Chinese nation".

40 years ago, China was wandering at the crossroads of "where to go".

At such a critical moment, the Party Central Committee made the historic decision to establish special economic zones.

40 years later, the "13th Five-Year Plan" is about to end and the "14th Five-Year Plan" is about to begin. The Chinese nation will embark on a new journey towards the second centenary goal, and the world is facing major changes unseen in a century.

General Secretary Xi Jinping made a systematic explanation of the "specialities" of the special economic zones in the new era, and further pointed out the direction and path.

From the three coordinate points specified in the speech, namely "new development stage", "new development concept" and "new development pattern", we can better choose the angle of observation.

Reform has reached a new historical juncture. The "speciality" of the special economic zone in the new era is reflected in more reform autonomy and greater reform and innovation space-

In his speech, General Secretary Xi Jinping pointed out that he supports Shenzhen to implement comprehensive reform pilots, grants Shenzhen more autonomy in important areas and key link reforms by means of list batch authorization, and rolls out 27 reform measures and 40 first batch of authorization items in a package.

A few days ago, the "Implementation Plan for the Comprehensive Reform Pilot Program for Building a Pilot Demonstration Zone of Socialism with Chinese Characteristics in Shenzhen (2020-2025)" was announced, which was regarded as another major move to promote Shenzhen's reform and opening up in the new era at home and abroad.

Shenzhen once again assumes the mission of reforming the "vanguard".

Entering a new stage of development, the "special" of the special economic zone in the new era is reflected in its special role in accelerating innovation——

Development is the first priority, talent is the first resource, and innovation is the first driving force. This was the first time General Secretary Xi Jinping proposed when he participated in the deliberations of the Guangdong delegation of the National People's Congress in 2018. It is also something he has always kept in mind.

At present, the new round of scientific and technological revolution and industrial transformation are accelerating, and individual countries advocate decoupling of science and technology, suppressing the gradual upgrade of my country's science and technology enterprises, and the urgency of accelerating the transformation to innovation-driven has become more prominent.

During the inspection in Guangdong this time, General Secretary Xi Jinping paid special attention to the core technology research of enterprises.

He emphasized that we are now experiencing major changes unseen in a century, and we must take a higher level of self-reliance.

Guangdong and Shenzhen have a relatively high level of economic development, and they face tighter constraints on resource elements, and are under greater pressure from international competition in technology and talent.

Accelerate the construction of a new development pattern and take the lead in embarking on an innovation-driven development path. Special economic zones have sufficient conditions and are more urgent of the times.

In the face of major changes unseen in a century, the "speciality" of the special economic zone in the new era is embodied in the high-level open exploration and interaction with the world and the promotion of an open world economy——

The anchoring and voyage of the special economic zone 40 years ago opened a "window" for China to communicate with the world.

It is also in unswervingly following the path of international development that Shenzhen has achieved today's development achievements.

Today, 40 years later, in the face of the headwinds and waves of economic globalization, China has chosen to stand on the right side of history, unswervingly expand its opening up in an all-round way, and promote the construction of an open world economy.

In his speech, General Secretary Xi Jinping once again emphasized that the new development pattern is not a closed domestic cycle, but an open domestic and international dual cycle, declaring to the world China's determination to open its door wider and wider.

Shenzhen and other special economic zones will take the lead in building a new high-level open economic system, attracting global high-end factors in the institutional opening up, moving towards a global benchmark city, and allowing the world to participate more in the reform and opening up of China's special economic zones.

To achieve high-quality development, the "special" of special economic zones in the new era is reflected in the all-round development from economic development to overall planning of socialist material civilization, political civilization, spiritual civilization, social civilization and ecological civilization——

With less than 2,000 square kilometers of land and a population of more than 20 million people, Shenzhen, which is "passing a hurdle", can it explore a new way of governance that conforms to the characteristics and laws of a super-large city, and realize the continuous convergence and flow of essential resources?

With a per capita GDP exceeding US$20,000 and facing many challenges such as obvious pressure on urban governance and insufficient development space, can Shenzhen promote the modernization of its urban governance system and governance capabilities to better satisfy the people's yearning for a better life?

This is a test paper that Shenzhen must answer, and it is also a proposition of the times that must be answered to achieve high-quality development.

The Party Central Committee has high hopes for Shenzhen's reform, opening up, and innovative development.

In August 2019, the Party Central Committee issued opinions supporting Shenzhen's construction of a pilot demonstration zone for socialism with Chinese characteristics.

From the first "Special Economic Zone" to the first "Pioneer Demonstration Zone", Shenzhen will explore the way to create a city example of a modern socialist country.

"The special economic zone must not only continue to operate, but also do it better and at a higher level." The general secretary's speech was powerful and inspiring.
