"The virus starts again, it circulates very quickly in Europe and in our country".
Thus the French president, Emmanuel Macron, presenting the new restrictions in the Hexagon to stop the spread of the Covid-19 infection, during a televised intervention to announce the new squeeze.
"We are in the second wave and many countries are taking action," he added.
"We have not lost control but in France the situation is very worrying," said the French president.
"We are in a worrying situation and this justifies not being helpless or giving in to panic," he added.
It is a "dangerous and serious for all" virus.
"We have entered a phase in which we must react", warned Macron, adding that "the virus starts again, it circulates rapidly in Europe and in our country".
The head of the Elysée therefore announced a curfew in the Paris region, all closed from 9pm to 6am for four weeks, starting Sunday at midnight, in the areas of maximum alert.
A decision made to "protect children and the elderly and our health system".
The goal is "to reduce the private contacts that are the most dangerous".
The television intervention by the French president came at the end of a council of ministers during which the French government restored by decree the state of health emergency (which had been lifted on 10 July) starting from midnight on 17 October in all. the country, due to the worsening of the Covid-19 epidemic.
"The Covid-19 epidemic, given its spread throughout the country, constitutes a health disaster that endangers, by its nature and severity, the health of the population. It justifies the declaration of a state of health emergency so that they can be adopted measures strictly proportionate to health risks and appropriate to the circumstances of time and place ", indicates the report of the Council of Ministers.
