First observation: Why did General Secretary Xi Jinping go south to Shenzhen at these three nodes

  On October 12, a message attracted attention:

  On the morning of the 14th, General Secretary Xi Jinping will attend the 40th anniversary celebration of the establishment of the Shenzhen Special Economic Zone and deliver an important speech.

  The timing of this trip to Guangdong is intriguing-

  The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China will be held soon, and the proposals of the Central Committee of the Communist Party of China on the "14th Five-Year" plan and long-term goals for 2035 will be reviewed.

  This is the third time that General Secretary Xi Jinping has visited Shenzhen after 2012 and 2018.

The key node, three trips to Shenzhen south, also provides a window for the world to observe China's reform and opening up.

  In December 2012, General Secretary Xi Jinping, who took over the historical baton after the 18th National Congress of the Communist Party of China, came to Qianhai, Shenzhen as the first stop of his inspection tour from Beijing.

  On that trip to Shenzhen, the world heard China’s solemn declaration of carrying out reform and opening up at a new starting point:

  "The reason why this survey came to Guangdong is to go to the place where China's reform and opening up is the most popular, review the historical process of China's reform and opening up, and continue to push reform and opening up."

  Six years later, in October 2018, on the occasion of the 40th anniversary of reform and opening up, the general secretary came to Shenzhen again.

  At this moment, the international and domestic situations are undergoing extensive and profound changes, and reform and development are facing new situations, new tasks and new challenges.

The general secretary more firmly released his confidence in reform and opening up:

  "The first stop of my investigation after the 18th National Congress of the Communist Party of China was Shenzhen. When I come here on the 40th anniversary of reform and opening up, I want to declare to the world that China will not stop reforming and opening up, and that China will definitely have new things that the world will admire. Greater miracle."

  The general secretary's visit to Shenzhen this time coincides with the 40th anniversary of the establishment of the special economic zone.

  This year is also the year of decisive victory in building a moderately prosperous society in an all-round way. The 13th Five-Year Plan ends and the 14th Five-Year Plan will begin. The Chinese nation will embark on a new journey toward the second centenary goal.

  At the same time, the world has undergone major changes unseen in a century. The tide of anti-globalization has superimposed the world economic recession. The international balance of power is undergoing the most revolutionary changes in modern times. China's development is in a complex and changeable environment.

  Standing at a new historical juncture, where China's reform and opening up is heading, it has drawn global attention.

  "It is necessary to promote the formation of a new development pattern in which the domestic big cycle is the main body and the domestic and international double cycles promote each other."

  Since May this year, General Secretary Xi Jinping has repeatedly mentioned the new development pattern, sending a positive signal:

  Not only will China not be decoupled from the world, but on the contrary, it will also be an anti-globalization retrograde, coordinating development and security in a higher level of opening up, and continuously enhancing its own competitiveness.

  In fact, in the new era, General Secretary Xi Jinping personally planned, personally deployed, and personally promoted, taking the initiative to try, dare to venture into the special economic zone, and shoulder the mission of the new era before setting off.

  On July 1, 2017, witnessed by General Secretary Xi Jinping, the "Framework Agreement on Deepening Cooperation between Guangdong, Hong Kong and Macao and Promoting the Construction of the Greater Bay Area" was signed, sounding the "clarion call" for building a world-class bay area and a world-class city cluster;

  On April 13, 2018, at the meeting to celebrate the 30th anniversary of the establishment of a special economic zone in Hainan, General Secretary Xi Jinping announced his support for the construction of a free trade pilot zone on the entire island of Hainan, and support for Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics;

  In August 2019, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Shenzhen's Construction of a Pilot Demonstration Zone for Socialism with Chinese Characteristics" was issued, and Shenzhen is striding forward to build a "global benchmark city";

  ...

  On the occasion of the 40th anniversary of the establishment of the special economic zone, the comprehensive deepening of reform and opening up has been stepped up and strengthened:

  On June 1 this year, the "Overall Plan for the Construction of Hainan Free Trade Port" was announced. The free trade port with Chinese characteristics set sail. General Secretary Xi Jinping called it "a major event in the process of reform and opening up in the new era of my country."

  On October 11, the "Shenzhen's Implementation Plan for the Pilot Comprehensive Reform of Building a Pilot Demonstration Zone of Socialism with Chinese Characteristics (2020-2025)" issued by the Central Office and the Office of the State Council was announced. More autonomy in reforms in fields and key links.

  The more the reform reaches the critical period and the deep-water zone, the more political courage and wisdom are needed to gnaw hard bones and navigate dangerous beaches.

  At this moment, China is looking forward to, and the world looking forward to, listening to the strong voices of the times when China's reform and opening up is moving forward.
