Our reporter interviewed Han Changfu, director of the Central Agriculture Office and Minister of Agriculture and Rural Affairs, on hot issues related to food production.

  Another harvest year, another good harvest

  Reporter: The common people often say "the harvest is scheduled for August 15th."

Why say that this year's grain harvest is a foregone conclusion?

How do you look at the food production situation this year?

  Han Changfu: Judging from the annual grain production, the summer grain and early rice in the first two seasons have been harvested in abundance. The output increased by 2.42 billion jin and 2.06 billion jin respectively over the previous year. The output of summer grain is a record high, the situation of autumn grain is relatively clear, and the harvest is a foregone conclusion.

  The grain harvest is not abundant throughout the year, and the bulk is in the autumn grain.

Judging this year's autumn grain harvest is mainly based on two points: On the one hand, the area planted with autumn grain has increased significantly.

This year’s autumn grain area is expected to exceed 1.28 billion mu, an increase of 8 million mu over the previous year. In particular, the high-yield corn crop in Northeast China has increased significantly, laying the foundation for a bumper harvest. On the other hand, the growth of autumn grain is generally good.

The annual grain output of the four northeastern provinces is about 350 billion catties, accounting for more than one-third of the national autumn grain.

There is a lot of rain for spring planting this year. The matching of light, temperature and water in the early stage has been good, and the seedlings are growing well.

In summer, some counties in the traditional arid area in the western part of the western region encountered summer drought, which had some impact on the local autumn crops, but the impact was limited. At the end of August and early September, three consecutive typhoons in the central part of the northeast caused corn lodging in some areas. We organized experts to conduct disaster assessment in time. Since corn has entered the wax maturity period, 80% to 90% of the output is produced. Lodging has limited impact on the output, mainly because it increases the difficulty and cost of harvesting.

  At present, corn, rice, and soybeans are about to be harvested on a large scale in Northeast China.

The Yangtze River basin was flooded during the flood season, and the mid-season and late-season rice were affected, but the increase in area made up for the loss.

After the floods, the weather was fine in most of the south, which was conducive to the growth and maturity of crops.

The autumn crops in the Huanghuaihai Plain and Fenwei Plain are mainly summer maize, and a good harvest is now in sight.

  Reporter: This year, we have encountered the new crown pneumonia epidemic, and there have been serious disasters such as floods in the south, drought and typhoons in the northeast, and major diseases and pests. Under such circumstances, why can food production still capture a good harvest?

  Han Changfu: For agriculture, this year is indeed a disaster-prone year. Grain production can be said to have been ups and downs. It has gone through multiple passes. The spring plowing preparation has passed the "new crown pneumonia epidemic", and the southern rice doubles have passed the "flood". Before the autumn harvest in the Northeast, we passed the "typhoon pass", and also passed the "pests and diseases pass" such as Spodoptera exigua. In the case of frequent disasters and frequent recurrences, food and agriculture have won a bumper harvest, which is hard-won.

  The bumper harvest of food and agriculture in disaster-prone years is the result of multiple forces working in the same direction.

  The policy is good.

The central government has issued a series of policies to support grain production, raised the minimum purchase price of early rice and mid-late indica rice, coordinated and integrated more than 4 billion yuan to support the restoration of double-cropping rice production in the main early rice-producing areas, and maintained a stable and strong subsidy fund for corn and soybean producers. The enthusiasm of local governments to focus on agriculture and grain crops and farmers to grow grains has been mobilized.

It is estimated that the annual grain area will increase by about 10 million mu over the previous year.

The State Council convened the National Spring Agricultural Production Work Conference one month in advance to make arrangements for stable food production.

  Han Changfu: This year is a year of special difficulties. The new crown pneumonia epidemic has swept the world, the downward pressure on the domestic economy has increased, the external environment has undergone complex changes, and all aspects of economic and social development are facing many challenges.

Various challenges are intertwined, and capturing this year's grain harvest has an unusual and special significance.

  The bumper harvest of grain has provided strong support for overall economic and social stability.

  Since the beginning of this year, the Ministry of Agriculture and Rural Affairs has done a good job of preparing for spring ploughing in accordance with the farming season, doing a good job in three-summer agricultural production, and doing a good job in autumn grain production. The agricultural added value has grown against the trend.

In the first half of the year, the added value of agriculture (planting) increased by 3.8% year-on-year, of which the second quarter increased by 3.9%, 0.4% faster than the first quarter.

It is estimated that throughout the year, my country will ensure that the grain area is stable at more than 1.42 billion mu, the ration area is stable at more than 800 million mu, and the grain output is stable at more than 1.3 trillion catties.

  At this stage, agricultural production is still an important source of income for many farmers, especially farmers in the main production areas and poor areas.

Since the beginning of this year, the prices of agricultural products have been generally stable. The prices of early rice and wheat have risen steadily after the market. Corn prices have improved. The market for "vegetable basket" products such as vegetable meat and milk has also been good, with high output, good prices and increased income.

It can be said that this year's harvest of food and agriculture has consolidated the effectiveness of poverty alleviation and improved the overall well-off condition.
