  Zheng Yuqin, born in Kaohsiung in 1977, was an assistant to the former chairman of the Democratic Progressive Party Zhuo Rongtai, mainly engaged in public intelligence research.

He has been active in the Czech Republic for a long time since 2004. Before the incident, he was a professor at Charles University in the Czech Republic. In 2015, he initiated the establishment of the "China-Europe Institute for Political Economy" in the Czech Republic and appointed himself director.

During his postgraduate studies in Taiwan, he once wrote a paper on the organization and structure of the mainland's national security agencies, which attracted the attention of Taiwan's intelligence agencies.

At an orientation event of the "Taipei Economic and Cultural Representative Office in the Czech Republic" in 2004, Zheng Yuqin met Li Yunpeng, the "Representative of Taipei Economic and Cultural Representative Office in the Czech Republic".

Li Yunpeng revealed that he worked in Taiwan's "National Security Bureau" and hoped that Zheng Yuqin would use his intelligence research capabilities to serve Taiwan's intelligence agencies. The two hit it off.

Later, Lu Jiajia introduced a colleague named Vicky to Zheng Yuqin. Vicky, whose real name is Tao Zhizhen, was also an internal spy of the Taiwan Military Intelligence Bureau. She appreciated Zheng Yuqin's suggestion on establishing a research institute.

After Zheng Yuqin returned to the Czech Republic, he relied on Charles University to establish a "China-Europe Institute for Political Economy" and named himself the director.
